This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Results are reported to the Federal Strategic Health Alliance [FEDS_HEAL] Program Office (FHPO). The solic itation number is W81K04-07-R-0002. Any proposal/offer received in response to this synopsis will be considered. Offers interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can me et the Governments requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. T he following factors shall be used to evaluate offers: Factor 1: Technical Capability; Factor 2: Past Performance; and Factor 3: Price. Technical Capability and Past Performance, when combined are equal when compared to price. The required period of p erformance is 24 hours after receipt of award until 6 July 2007. This RFP documents and incorporates Federal Acquisition Regulations, provisions, and clauses in effect through Federal Acquisition Circular 2005-05.
