- NAICS Code: 541618 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through FAC 2005-13. This acquisition is unrestricted. The NAICS code for this procurement is 541618. The total budget for this project is not expected to exceed $250,000 over five years. All interested parties may submit a proposal. Contractor support is required to conduct research and update and maintain the Environmental Justice Bibliography Database (EJBib) for the Environmental Justice Division of US Environmental Protection Agency's Office of Enforcement and Compliance Assurance. The statement of work is available at http://www.epa.gov/oam/hpod/index.htm#solam. Interested contractors shall prepare a technical submission of no more than 12 pages (excluding resumes) which consists of the following three sections: 1) resumes of no more than two pages for the three persons you consider key personnel for this project; 2) a narrative discussion of no more than three pages that demonstrates your company's technical capability to perform the statement of work requirements; 3) past performance references for three projects completed in the past five years that have similar scope, size and complexity as the project described in the attached statement of work. For each reference include the contract number, name of the project, description of the work performed, dollar amount, narrative discussion explaining how the work is similar in scope to the statement of work for this project, and name, title, current address, e-mail address, and telephone number of the contracting officer and project officer. Award will be made to the contractor whose quotation affords the best value to the Government, technical, price, and other factors considered. The following evaluation factors will apply: 1. Key Personnel: Demonstrated familiarity with the environmental justice program sponsored by the OEJ, extent of knowledge of public health and environmental protection programs, degree of experience addressing environmental justice issues, and experience in developing automated systems, specifically literature searching, abstracting, and data entry. Knowledge of Oracle and Cold Fusion technology is essential. 2. Technical Capability: Demonstrated knowledge and experience in working with environmental justice programs in EPA Headquarters and regional offices, degree of knowledge of EPA programs, especially how to identify appropriate databases for literature searching and abstract generation, and demonstrated knowledge and experience with developing and operating bibliographic databases and web-based programs. 3. Past performance will be evaluated based on past performance information provided in the technical submission, information obtained through the NIH Contractor Performance System, and information obtained by the Government from other sources. The offeror will be evaluated on the following qualitative factors, all of which are of equal importance: experience in developing and operating bibliographic databases; quality of service; timeliness of performance; effectiveness of management; initiative in meeting requirements; response to technical direction; responsiveness to performance issues; compliance with cost/price estimates and deadlines; and customer satisfaction. All technical evaluation factors are considered to be of equal importance and when combined are more important than price. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.222-21, 52.222-25, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.333-3, 52.333-4, and 52.239-1.
