Description
This notice is for information only. Justification to permit contracting with SANS Institute Conference Office, Bethesda Maryland has been prepared using citation 10 U.S.C. 2304?(1) as its authority. Extensive research has shown that SANS Institute is the company whose training classes meet all of the requirements of the NASA IT security Awareness and Training Center (ITSATC). This is a combined synopsis/Request for Proposal (RFP) for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. It is the offeror's responsibility to download a copy of this RFP and to monitor this site for the release of any amendments to this RFP. This notice is being issued as a request for proposal for security training. It is intended to be an Indefinite Delivery Indefinite Quantity contract. The period of performance is 5 years from the date of award of the contract. The required items are as follows: (although other courses may be required as needs arise)  IT Security Audit and Control Essentials  Auditing Network Perimeters and Systems  Assessing and Securing Wireless Networks  Systems Forensics, Investigations and Response  Intrusion Detection in -Depth  SANS Security Essentials Boot camp  CISSP Certifications training program  Intro to Information Security  Firewalls, perimeters Protection and Virtual Private Networks The statement of work for the above items is as follows: IT Security Training Statement of Work Requirement A variety of Security Training for NASA?s Information Technology (IT) Security Professionals. The training is required by all twelve (12) NASA centers. The training can be provided onsite at the NASA centers or at training center locations through out the United States. The training should be flexible and available based on NASA?s needs. Scope With current IT Security issues, we need the ability to take a variety of training. The minimum required training is:  IT Security Audit and Control Essentials  Auditing Network Perimeters and Systems  Assessing and Securing Wireless Networks  Systems Forensics, Investigations and Response  Intrusion Detection in -Depth  SANS Security Essentials Boot camp  CISSP Certifications training program  Intro to Information Security  Firewalls, perimeters Protection and Virtual Private Networks  And Working with Developers to develop a Web Security Course to be taught throughout the Agency.  The ability to chose other courses listed in the course catalog The courses offered shall improve knowledge in the areas of IT Security that will be of great value to the NASA IT Program. The training shall provide a core set of educational courses which help master the practical steps necessary for defending systems and networks against the most dangerous threats - the ones being actively exploited. The training shall test the candidate?s knowledge and put that knowledge into practice in the real world. The courses shall address both security fundamentals and the in-depth technical aspects of the most crucial areas of information security. The instructors shall be certified professionals in Information Security. Deliverables  Conference Schedule  Marketing Materials  Instructional Materials  Student Materials  Presenter(s)  Conference Evaluations Description of Deliverables Deliverable 1: Conference Schedule The Contractor shall deliver to NASA an outline of the subject areas to be included in each training course requested, including a schedule of the days and duration of the topics. Deliverable 2: Marketing Materials The Contractor shall provide descriptive material that can be used to publicize the training offering. Such material shall include statements regarding relevance of the training, effectiveness of the training, and benefits to be derived from the training. Deliverable 3: Instructional Materials The Contractor shall be responsible for providing any and all materials for use by the instructor(s) in delivery and conduct of the course. In addition, the Contractor shall furnish to NASA a list of specifications for support equipment needed to deliver the training that is to be provided to NASA. Deliverable 4: Student Materials The Contractor shall deliver materials for use by the trainees directly to the training site. Such materials shall include documentation, student workbooks, training manuals, and other materials to be supplied to the trainees. Deliverable 5: Presenters The Contractor shall provide one or more presenters to conduct the courses. The presenters shall have full responsibility for managing the content delivery and other activities that are part of the training. The Contractor shall be responsible for all arrangements for the transportation and accommodations for the presenter(s). Deliverable 6: Course Evaluations The Contractor shall assure that all participants provide a course evaluation assessing the effectiveness and relevance of the course. Such evaluations shall be provided to the NASA IT Security Awareness and Training Center to assist in future planning efforts in this subject area. IT Security Awareness and Training Center?s Responsibilities The NASA IT Security Awareness and Training Center (ITSATC) will provide the following to support the delivery of this course:  Participation arrangements for trainees (scheduling and registration)  Marketing of the course to NASA Points of Contact ITSATC will designate a Contract Manager who will provide relevant documentation of any NASA specific content, and ongoing reviews and feedback. Schedule for Delivery of Courses The courses will be delivered with in 12 months of date of purchase. The inspection and acceptance point is NASA Glenn Research Center. The DPAS rating for this acquisition is DC-09. Period of performance is 5 years from date of award of contract. Delivery shall be F.O.B. Destination to NASA Glenn Research Center, Cleveland, OH 44135. Delivery of IDIQ items - shall be as specified in the delivery order. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
