Description
This announcement is issued for the sole purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The Government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited. Background. Washington Headquarters Services (WHS) is a Department of Defense (DoD) field activity. The Human Resources Directorate (HRD) provides Human Resource services for executive, political, military, and civilian personnel; security investigations and clearances, adjudications and appeals; and voluntary campaign programs support (e.g. annual Combined Federal Campaign) for the Office of the Secretary of Defense. (WHS) (HRD) is seeking contractors who can provide and manage highly qualified student interns, diversity interns from minority serving institutions, and minority institute faculty fellows to be assigned to organizations serviced by WHS through HRD. Furthermore, the contractor will be responsible for conducting and meeting all security background requirements for all interns and fellows. The contractor will be the employer for all personnel furnished under this contract and shall provide all required recruitment, placement, training, performance evaluation, insurance, and any other items directly related to the employment of personnel. The Government desires that 80% of the interns be from the National Capital Region and 20% be from national colleges and universities. All students must be attending on at least a half-time basis, and be in good academic standing with a minimum of a 2.5 grade point average. Undergraduate and graduate interns are students who are currently enrolled in and pursuing a degree at an accredited college or university. Diversity interns are undergraduate and graduate students who are currently enrolled in and pursuing a degree from any of the following types of minority serving institutions (MSI); Hispanic Serving Institutions (HIS), Historically Black Colleges and Universities (HBCU), Tribal Colleges and Universities (TCU) and institutions that serve Asian Americans and Pacific Islanders (AAPI). Recruitment of diversity interns will ensure a diverse candidate pool is represented. Students shall be from the following area of study: political science, business, finance, economics, communications, biology, environmental science, natural sciences, engineering, graphic arts, information technology, and public administration. Minority institute faculty fellows (MIFFs) must be bona fide full-time PhD faculty members at accredited colleges and universities that are designated as Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HIS), or Tribal Colleges and Universities (TCU). MIFFs shall be from the following areas of study: international affairs, business, economics, natural sciences, engineering, and information technology. This solicitation, when issued, will be available on the internet at FedBizOps. No solicitation exists at this time.
