Description
In accordance with the procedures specified in the revised OMB Circular A-76 (Attachment B, B.1), dated May 29, 2003, this notification represents the formal public announcement and official start date of a standard competition on the medical and support services performed at the Division of Immigration Health Services (DIHS). DIHS is a Division within the Bureau of Primary Health Care (BPHC), Health Resources and Services Administration (HRSA), Department of Health and Human Services (DHHS). DIHS provides health care personnel to staff the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) health care program. DIHS provides services to more than 200,000 detainees each year. The Division provides appropriate medical services to keep the patient/detainee population deportable on a daily basis. The 15 DIHS facilities are accredited, or are seeking accreditation, by ACA, NCCHC, and JCAHO. DIHS provides services to unaccompanied children, adult males and females, and families. In addition, DIHS provides recommendations regarding release of criminal aliens whose deportation will not occur in the reasonably foreseeable future; arranges for the mental health care of such aliens; provides epidemiology and public health expertise to help control the spread of infectious disease, particularly tuberculosis; and flight nurses for the deportation of detainees with medical, psychological, or combative behavior problems. DIHS responds within 24 hours domestically and 48 hours internationally to any medical crisis involving aliens, and is currently implementing initiatives to make the Division more efficient, technologically advanced, and able to serve a larger population. The incumbent service providers consist of Federal Government Personnel totaling approximately 215 Full Time Equivalent Federal positions plus contract support. The estimated work years will consist of a base year and four option years. The Competitive Sourcing Official is the Agency Administrator. The responsible Contracting Officer is Frank Murphy and the Agency Tender Official is Dr. Gene Migliaccio, DIHS Director. It is projected that this competition will be completed within 12 months from the date of this announcement.
