Description
The United States Environmental Protection Agency (US EPA) is soliciting the acquisition of environmental review services and technical support with regard to regulatory and program development activities conducted by the Agency?s Office of Pollution Prevention and Toxics (OPPT), National Program Chemicals Division (OPP/NPCD). This acquisition will provide for the continuation of services currently performed under EPA Contract No. 68-W-03-008. The current contract has an approximate maximum value of $7,562,872 over a four year period ending 11 June 2007 with ICF Services, Inc. as the incumbent contractor. Under the anticipated contract, the contractor shall perform work in the following areas: environmental regulatory support, technical assistance, data collection and analysis, technical meeting planning, development and production of communications materials and general research and staff assistance to EPA. In addition, the contractor shall provide support in the areas of electronic data records management and outreach communications. Specific activities include but are not limited to: regional and state program coordination, training, state program development grants, Asbestos School Hazard Abatement Act (ASHAA) loan and grant program, state program assistance and implementation, public education programs and assistance, national lead certification exams, training course provider directories, model course development, and public surveys. The EPA intends to conduct this procurement competitively as a total small business set-aside. To support this requirement, the agency anticipates awarding a Cost-Plus-Fixed-Fee (CPFF) contract with a maximum estimated value of approximately $10,000,000. The applicable NAICS Code for this procurement is 541620, entitled "Environmental Consulting Services". The small business size standard for this NAICS classification is $6.5M in average annual receipts. EPA anticipates releasing the solicitation for this procurment on or about December 15, 2006. The solicitation, Statement of Work, and any related attachments will be publicized on EPA?s website at: http://www.epa.gov/oamhpod1/oppts_grp/0614598/index.htm. Prospective offerors are advised to monitor the internet site for status updates regarding this procurement and shall download the solicitation and related documents from EPA's internet site.
