- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure on a sole-source basis with Gatan Inc. 780 Commonwealth Drive, Warrendale, PA 15086 for a service agreement for the Gatan Charge-coupled Device (CCD) cameras; 2 UltraScan, 1 MegaScan, and the Post-column Imaging Filter (GIF) 2002. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.501. The North American Industry Classification System Code is 811219 and the business size standard is $6.5M. Period of performance: Twelve (12) months from date of award. The Gatan CCD Cameras and GIF2002 (manufactured by Gatan Inc.) are integral components to the Tecnai series electron microscopes that are manufactured by FEI Company. Because of the special nature of the CCD technology, these cameras are independently serviced by Gatan Inc. engineers. The cameras need to be periodically aligned in the FEI electron microscopes and recalibrated with respect to their sensitivity to the electron dose. There is a complex level of digital access to the electron microscopes and its CCD cameras permitted only to the qualified Gatan engineers. Gatan Inc. shall provide: 1) not less than one (1) preventive maintenance inspection; 2) unlimited emergency repair within twenty four (24) hours of first call; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; and 4) provide free software upgrades. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service to these instruments. Contractor shall provide current software updates to the operating system and shall provide Gatan Inc. manufactured parts and accessories if required during service. It is critical to the NCI mission that only Gatan Inc. service engineers provide service to these sensitive cameras. The engineers are trained in all aspects of the electron microscope CCD cameras and are the only authorized engineers qualified to perform the service duties. The warranty of the electron microscope and CCD cameras is only guaranteed if serviced by these qualified engineers. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on December 4, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
