Description
The George P. Shultz National Foreign Affairs Training Center of the Department of State is the federal government's primary training facility for personnel of the foreign affairs' community. The Foreign Service Institute (FSI) is the Department bureau that provides training for employees of the Department of State and other agencies at the Shultz Center. FSI offers more than 425 courses. The Institute is comprised of a number of schools/centers that include the School of Professional and Area Studies, the School of Language Studies, the School of Leadership and Management, the School of Applied Information Technology, and the Transition Center. The School of Professional and Area Studies orients new State Department and other USG employees to the foreign affairs environment. The Administrative Management Training division prepares employees to serve in missions abroad and in the Department of State through courses in Administrative Management Operations, Financial Management Operations, General Services Operations and Acquisition and Human Resources Management. I. SCOPE FSI/SPAS/AMT seeks professional services to prepare for, manage, instruct and support portions of the seven-week Human Resources (HR) Management course. In addition, professional services are required to manage, instruct and support HR Advanced Workshop. The contractor providing these services must be experienced with the Foreign Service and Foreign Service National Human Resources area, familiar with the course design and content, as well as knowledgeable of all the new practices and procedures instituted over the past year. II. BACKGROUND The course is broken into three different modules within the full seven-week course. 1. Locally Employed Staff HR Management at Post is the first three weeks, followed by two weeks of 2. Basic Compensation and Classification, and concluding with two weeks of 3. American Human Resources Management. Additionally, there is a self-contained two-week course. These services are required during the period on or about January 8 2007 ? September 30, 2007. III. TARGET AUDIENCE The State Department has a unique personnel system within the Federal government that provides human resources services to the locally employed staff (LES) of all USG agencies attached to the 238 US embassies and consulates abroad. The courses audiences include Americans, foreign nationals and American family member direct-hire employees, ranging from first-tour specialists at the entry level to experienced generalists in the Foreign Service.
