- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-14 and DFARS Change Notice 20030722 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5. DFARS 252.204-7004. The Air Force Library and Information System (AFLIS) conducts an annual librarians training conference for attendance by all Air Force librarians. The conference typically requires support for hotel accommodations, meeting space, audio visual and computer technology support, and miscellaneous support such as registration check-in, hand-outs, coordinating breaks and/or luncheons, etc. See the attached Statement of Work (SOW)for details. EVALUATION: This will be a Best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements, based on an integrated assessment of the evaluation criteria. The Government anticipates proposals will be evaluated, and an award made, without discussions with the offerors. You are therefore, cautioned to submit your best offer. This selection will be based on the following criteria. The Government reserves the right to award to other than the offeror with the lowest price. Besides low price, other criteria that will be considered include: (1) Technical capability of the item offered to meet the Government requirement, (2) Past performance. Mr. Stephen J. Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
