- DESCRIPTION/SPECIFICATION STATEMENT OF WORK Contractor will provide lodging/catering facilities, equipment and other necessary support for the Spring 2007 Reserve Component National Security Issues Seminar (RCNSIS) to be held during the period 29 April 5 May 2007. The following requirements are MANDATORY: A. Lodging: SAT SUN MON TUES WED THU FRI 2007: 28 Apr 29 Apr 30 Apr 1 May 2 May 3 May 4 May Single Rooms 4 13 13 13 13 13 13 (1) Lodging is required for approximately 13 USAWC staff and faculty representatives under this contract. Because of room requirements for speakers, an allowance of plus or minus 3 rooms per night is needed. The majority of the participants will arrive on 29 April 2007, and check out by 2 p.m., 5 May 2007. Four (4) individuals will arrive on 28 April 2007. Additionally: (a) Rooms shall be located within the same hotel. (b) Configuration of the facility should ensure that individuals are not exposed to the elements when proceeding from their rooms either to the conference area or the common areas of the facility (restaurants, lounges, etc.). (c) Rooms must have private bath or shower, color TV, and telephone and a separate closet or closet area with a minimum of 4' hanging capacity and at least four (4) clothing storage drawers. (d) Rooms must have refrigerated air conditioning provided through a central system or individual air conditioning units. Window or other type fans are not considered to be air conditioning units. (e) Rooms must be suitable for nationally distinguished civilian and Military guests. This requires hotels to be rated 3 diamonds or better by the AAA diamond rating system or equivalent. (f) Inspection of rooms and facilities may be made by the Contracting Officer or duly authorized representative prior to award. (g) During the stay of attendees, the Contractor will schedule conveniently located ice stations and provide ice buckets for each room. (h) The USAWC will guarantee a minimum of 13 rooms per night 29 April 4 May 2007 (6 nights). This contract will cover all US Army War College staff and faculty lodging and equipment costs as noted. B. Location/Parking. The hotel: (1) Must be within a three-mile radius of the White House or Pentagon. (2) Must be within three-hundred meters walking distance of a Metro stop. (3) Must have in-ground parking or adjacent parking facilities. (4) Should provide transportation to and from local airports at no cost or for a nominal fee. C. Catering. Contractor shall provide the following banquet/restaurant facilities: (1) The hotel must have quality (Washington, DC, standards) restaurant facilities for daily serving of breakfast, lunch, and dinner to 65 people simultaneously so participants can be served and eat within one hour. (2) The Contractor shall provide a private reception room to accommodate approximately 70 people for cash-bar welcoming reception and dinner, 29 April 2007 for two and one-half hours during the period 6-8:30 p.m. D. Conference Facilities. The Contractor shall provide RCNSIS the following facilities including labor set-up: (1) A conference room large enough to accommodate 70 conferees (no less than 1400 square feet with no less than a 10.5 ft. ceiling). Room will be set aside for the exclusive use of USAWC from 7 a.m. to 6 p.m., 29 April 2007 through 1 May 2007. On Sunday , 29 April 2007, the room will be required from 11 a.m.-5:30 p.m. Tables and chairs will be arranged in a conference style. Tables will be no less than 3'x 6'. Seating shall be adequate to permit attendance by up to 10 visitors in the rear of the room ( also at tables). Conference room must have adequate lighting and air conditioning. Rooms will be cleaned before the start of each day's session. Equipment needed f or conference room: (a) Voice amplification equipment. This includes, as a minimum, a podium with microphone and individual lapel microphone and adequate speakers throughout the room. (b) Projectors and screens for overhead viewgraphs. (c) Blackboard or chalk less board with necessary supplies. (d) The Contractor will set up and service equipment in the main conference room and ensure all equipment is in working order at the start of the day's session. (2) Seminar rooms - Four separate rooms (not sleeping rooms) will be needed during the period 29 April 5 May 2007 for the time period of 10 a.m. to 8 p.m. (29 April, 3 to 7 p.m.; 5 May, 7 to 12 a.m.). Each room must be equipped to accommodate 16 confe rees and two visitors. Conferees shall be seated around conference-style tables. The USAWC will be guaranteed the use of the same four (4) seminar rooms throughout the week. Seminar rooms should have adequate air conditioning and lighting. Rooms will be cleaned before the start of each day's session. The rooms must be securable by other than hotel staff and two (2) keys for each room will be provided the RCNSIS Seminar Director. Additionally: (a) Each seminar room will require projectors and screens to support overhead viewgraphs. (b) Blackboard or chalk less board with necessary supplies. (c) The Contractor will set up and service equipment in the main conference room and ensure all equipment is in working order at the start of the day's session. DEDICATED SEMINAR ROOMS: SUN MON TUES WED THU FRI SAT 2007: 29 Apr 30.Apr 1 May 2 May 3 May 4 May 5 May 3-7PM 8AM-7PM 8AM-7PM 8AM-7PM 8AM-7PM 8AM-7PM 7AM-Noon E. Administration Office. The contractor shall provide a room/suite (not a sleeping room) in close proximity to the seminar rooms and conference area to serve as the Administrative Office during the period (1100) 29 April 2007 through 5 May 2007. This O ffice will be for the exclusive use of the U.S. Army War College from 11 a.m. on 29 April 2007 through 5 May 2007. The room should be cleaned before 7 a.m. each day. Room must have adequate lighting and air conditioning. The room must be securable by oth er than hotel staff and four (4) keys will be provided the RCNSIS Seminar Director. The office must be equipped with: (1) An in-house phone and two phones (separate telephone lines) for a total of three (3) telephones for local/long distance telephone service. (2) Furniture items to include: one sofa, two end tables, one coffee table, two stuffed chairs, one reception-type desk, four tables (minimum 3'x6') for display purposes, one table with two chairs for phones, and a small refrigerator. G. Miscellaneous: (1) USAWC will provide contractor with a list of attendees and spouses one week prior to the beginning of each contract period. (2) The USAWC will arrange meetings with the hotel staff and the AWC staff as necessary in preparing for the conference. (3) All students will be responsible for lodging and individual costs. (4) The US Army War College staff and faculty have lodging provided under this contract. The price of this contract includes no amount for individual charges other than lodging. (5) Charges for personal items or services ordered by conferees shall be paid by the conferees on an individual basis prior to departure. (6) All meals and beverages for the reception, breaks, and luncheon will be contracted for under separate agreement. Individuals will pay for all their own meals and meals are not a part of this contract. (7) Long distance phone service (2 lines)/Faxes and photocopying will be paid by the U.S. Army War College. Phone calls made by individuals from sleeping rooms will be paid by the individual and not the government. (8) Hotel must provide capability for internet connec tivity in each guest room. Wireless or DSL are preferred.
