- FISC Norfolk, Contracting Department, Philadelphia Division intends to acquire centralized Nurse Triage Call Center services at the Naval Hospital Pensacola, FL. The required Nurse Triage Call Center services will be procured on a 100% small business set-aside basis. The services are required 14 hours a day, Monday through Friday, and 5 hours on Saturdays and Sundays. The contractor will not be required to provide Nurse Triage services on Federal Holidays. The Services shall meet the guidelines for TRICARE/DoD access standards. The volume of calls is approximately 1600 per month. (i.e. 400 per week, 31 per weekend days). The Government will provide a designated Nurse Call area or space located on the seventh floor of the Naval Hospital equipped with a maximum of five computer workstations, each with a telephone line. The primary access to the contract telephonic nurse triage services shall be via the Naval Hospital Pensacola Call Center telephone line. The primary access to the contract telephonic nurse triage services shall be via the Naval Hospital Pensacola Call Center telephone line. The contractor shall implement a system under which every patient speaks with a registered nurse within an average of 30 minutes from the time the patient initially contacts the Nurse Triage Call Center service. All patient interactions shall be supported and documented through the utilization of the McKesson Care Enhance Call Center, version 3.5 or higher, or equivalent Triage nurse software and document in CHCS/AHLTA. The contractor shall be expected to work with government on electronic passing of data or shared database opportunities, as needed. (i.e. CHCS/AHLTA) The Telehealth RNs shall provide telehealth nursing services including, but not limited to, health information, health education, healthcare assessment and triage consultation. The Government will provide the MTF's Automated Call Distribution (ACD) System, including headsets, for use by the Contractor in providing consult control services. The Contractor shall furnish the McKesson CareEnhance Call Center triage program, version 3.5 or higher, or an equivalency. The triage program shall interface with CHCS and AHLTA or such provisions shall be made to ensure triage information is accurately entered into the CHCS and AHLTA systems. Award of a Firm Fixed Price contract is anticipated with a base period commencing on or about 01 February 2007 and ending on 30 September 2007. The resultant contract will likewise provide for four (4), one-year option provisions to extend the term of the contract through 30 September 2011, if exercised. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. The Request for Quotation (RFQ) will require price and technical submissions. The RFQ will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies or e-mail copies of the RFP will not be provided. Interested parties are solely responsible for monitoring the above mentioned web site for posting of the RFP and any amendments issued thereto. The Government will not pay for information received.
