Description
The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to award a sole source purchase order for services to be delivered on a part-time as-needed basis at a fixed labor hour rate in accordance with FAR part 13 and under the authority of FAR 6.202-1 (only one responsible source and no other supplies or services will satisfy agency requirements) to Michael J. Bonkoski, an emerging small business vendor. Inclusive of the option, the estimated cost of this purchase order will be $50,000, and have a period of performance from January1, 2007 thru September 30, 2009. DOE requires a Contractor, on a part-time as-needed basis, who has extensive knowledge of DOE O 413.3 and DOE M 413.3-1, nuclear facility operations, engineering, and project management, and technical expertise in managing construction projects. The Contractor will assist DOE by providing expert project management reviews and advice for the Pu-238 Consolidation Project. The Contractor must have expertise of the procurement phase of a project through the start of construction and in defending projects before U.S. congressional staff members. The majority of the work will be conducted in and around the Idaho Falls, ID, area. Travel to and from this work location is at the expense of the contractor. The Contractor is responsible for all equipment and materials necessary to complete the work effort. The overall outcome from the expert project management reviews and advice will be to address the adequacy and thoroughness of the Critical Decision documentation for DOE???s Pu-238 Consolidation Project. The reviews of the Critical Decision Prerequisite Deliverables will be documented in review reports that are due to the Federal Project Director (via e-mail) within 14 days (unless otherwise specified by the POC) of receiving each item for review as outlined in the tasks. Review lines of inquiry will also be developed and provided to the Federal Project Director as part of the review report deliverable. This should include a recommendation on an approach to address potential issues or questions. As part of this work effort, review and assessment of specific DOE O 413.3 Critical Decision deliverables for each Critical Decision phase will be required. Independent expert reviews or special studies for requirements analysis and implementation may also be requested at each Critical Decision phase. Task 1 - Review Critical Decision Prerequisite Deliverables for CD-1 Review, as directed, Acquisition Plan; Conceptual Design Report; Preliminary Project Execution Plan and baseline range; Project Data Sheet for design; Verification of mission need; Preliminary Hazard Analysis Report; Risk Management Plan. Option 1 - Task 2 - Review Critical Decision Prerequisite Deliverables for CD-2 Review, as directed, Preliminary design; Review of contractor project management system; Final Project Execution Plan and performance baseline; Independent cost estimate; compliance with National Environmental Policy Act documentation; Technology Development Program; Trade Studies; Value Engineering; Project Data Sheet for construction; Draft Preliminary Safety Analysis Report; Performance Baseline External Independent Review. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to December 18, 2006. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the award to Michael J. Bonkoski. Responses are due by December 7, 2006, 2:00 p.m. (MST).
