- The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Caydon Associates, Inc. (DBA: Cruise Industry Institute), 1809 Silver Valley Court, Apopka, FL 32712-2427. The authority for this sole source procurement is FAR 13.106-1. A purchase order will be awarded to Caydon Associates, Inc. based on a 15 year working relationship with international cruise lines docking at U.S. ports; familiarity with cruise ship personnel, and their working knowledge of the Vessel Sanitation Program (VSP) Operations Manual 2005. Caydon Associates, Inc. shall market the VSP Training Seminar to cruise industry representatives for vessels that have international itineraries, and call on U.S. ports. Caydon Associates, Inc. shall identify on-board cruise vessel staff that must meet training and knowledge requirements as outlined in the VSP Operations Manual 2005; provide evaluation and feedback to the VSP on additional public health training needs for cruise industry personnel; recommend training opportunities; explore and, where feasible, provide new training tools based upon the mutual agreement of both parties; furnish all personnel, materials, equipment and transportation necessary to provide administrative and logistical support for scheduled sanitation seminars. Caydon Associates, Inc. shall be the central point of contact for all the scheduled training seminars. Caydon Associates, Inc. (here after known as the contractor) shall schedule all services identified herein to ensure compliance with the specified dates of the seminars. The contractor shall be physically present at the designated meeting location no less than 30 minutes prior to the seminar's scheduled start time and remain at the location for the duration of the seminar. The contractor shall greet participants at the beginning of the meeting and offer any assistance that may be required. Marketing and solicitation of course participants shall include the following: A. Maintaining contacts with individual cruise companies participating in CDC Vessel Sanitation Program. B. Develop and distribute survey to participating cruise industry representatives responsible for selecting training seminar attendees to elicit feedback on attendance and applicability of VSP course content. C. A working knowledge of the requirements for cruise vessel personnel as outlined in the VSP Operations Manual. D. Providing eligible participants for each training seminar. E. Providing feedback to VSP staff on potential areas of training not covered by current course curriculum, and/or new training technologies. Administrative and logistical support provided shall include all associated costs for the furnishing of the various forms identified herein, unless otherwise specified; mailing costs; and the costs for associated telephone and facsimile support. A. The contractor shall be responsible for providing required logistical support for all scheduled VSP training seminars. B. Location of the meeting facilities will be arranged and paid for by contractor. The contractor shall coordinate all arrangements for the seminars with the Project Officer and the meeting facility. The facility will include the seminar room (s), sized for the number of participants and designed to allow for proper use of the audiovisual equipment. C. Approximately ten (10) calendar days prior to the scheduled seminar, the Project Officer will coordinate a conference call with the contractor to discuss final arrangements for the seminar. D.The contractor shall develop and/or furnish marketing materials in a direct mailing to the cruise industry to market the upcoming seminar. Direct mailing shall be completed no less than three (3) weeks prior to the scheduled seminar. E. The contractor shall provide administrative support, including forms, electronic communications, phone and fax to pre-register 100 participants per seminar. Acceptance in the class will be based on criteria provided by the project officer. These criteria will specify the number of participants from each participating cruise line. The contractor shall provide a sign in sheet to be filled in at the start of each scheduled seminar. The sheet shall include space for information on participants to include the title, department and cruise line of each participant. A corrected attendance list of all participants should be provided to the project officer within five (5) calendar days after the session ends. F. The contractor shall provide on-site registration and nametags for pre-registered participants. Additionally, the contractor shall provide a Certificate of Completion. G.The Contractor shall supply all needed audiovisual equipment, and arrange for the setup and proper operation of the equipment throughout the seminar. At a minimum, the following equipment will be provided: one (1) 8' x 8' tripod screen ,one (1) 6' x 6' tripod screen, two (2) 10' x 10' tripod screens (first day only), one (1) wireless microphones - hands free lapel and hand-held, one (1) sound system package, including speakers (first day only)appropriate cable connections. H. The Contractor shall produce and provide each student with a resource and reference compact disc. The materials in this disk are to be agreed upon by the contractor and the VSP training coordinator. J. The set-up for each break out room shall provide for the use of round tables for participants. The tables provided shall be suitable in size for the room and for the full participation of each student to include team exercises and viewing the projection screen. Seating at the tables should not exceed 7 individuals. Additionally, a table is to be provided in the front of each room for use by the instructor. K. The contractor shall provide the completed evaluation forms to the Project Officer, and the feedback derived will be used jointly by the Project Officer and Contractor to make continuous improvement in the process. Justification for other than full and open competition is considered due to continued need to match existing services and/or training being conducted by the CDC, National Center for Environmental Health. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide these services are encouraged to identify themselves and give written notification to the Contracting Officer within 5 days of the publication date of this synopsis. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
