- The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE) on behalf of the Assistant to the Secretary of Defense for Nuclear and Chemical and Biological Defense Programs (ATSD(NCB)) and the Special Assistant for Chemical and Biological Defense & Chemical Demilitarization Programs (SA(CBD&CDP)) is conducting a market survey and sources sought in accordance with FAR 10.0001 to determine the extent of Small Business participation and capability to perform the requirement summarized below a nd in accordance with the draft statement of work. The NAICS code is 541710 and size standard is 500 employees and require personnel clearance for up to Top Secret/Sensitive Compartmented Information. Sources Sought for Support for Assistant to the Secretary of Defense for Nuclear and Chemical and Biological Defense Programs (ATSD(NCB)) and the Special Assistant for Chemical and Biological Defense & Chemical Demilitarization Programs (SA(CBD&CDP)) for m anagement, organizational and business improvement services to oversee the Joint DoD Chemical Biological Defense Program (CBDP) and DoD Combating Weapons of Mass Destruction (Cbt WMD) Programs. This activity will require on site support to the ATSD(NCB). All small businesses are invited at no cost to the Government, to provide technical information for a capability evaluation. Capability statements should include the following: Describe your capabilities supporting OSD offices that ensures optimal planning, coordination, integration, and assessment of DoD Combating WMD programs. Provide a review of your capabilities to investigate, research, and analyze science and technology plans to support the DoD CBD S&T Program regarding CBDP detection, warning and reporting, medical, individual, and collective protection, decontamination, an d supporting science and technology. Describe your capabilities supporting strategic planning, updating the Strategic Plan, and implementing procedures for ensuring accountability with planning targets and metrics. What experience has your company had performing archival procedures to coordi nate with other organizations that ensures ready access to relevant documentation. Furthermore, explain how your company will support the development of a strategic plan for CBDP education, training, related exercises, and experimentation efforts. Provide a review of how your capabilities will support CBDPs 50 USC 1522 requirement to oversee CBDP critical acquisition schedule, and technical, and costs performance. Comparing previous data to current data so that trends and problem areas can be trac ked for progress on a quarterly basis. Describe your capabilities to provide immediate response to requests for annotated briefings and minor investigative research studies concerning the CBDP. Support includes evaluating and assisting at all levels of the Planning, Programming, Budgeting, and Execution system (PPBE).
