- Meridio Special Notice Classification Code: 70 General purpose Information Technology Equipment. Description: FedBizOpps Announcement for SmartBUY Meridio document and records management products. Pursuant to Section 5112 of the Clinger Cohen Act of 1996, the Office of Management and Budget (OMB) initiated a federal government-wide software enterprise-licensing program called SmartBUY. The SmartBUY program consolidates the purchasing power of the federal government to obtain optimal pricing and preferred terms and conditions. GSA is the executive agent leading the SmartBUY initiative. The purpose of this notice is to announce GSA?s intention to establish an enterprise licensing agreement (ELA) for all major cabinet level agencies. This SmartBUY agreement will make document and records management products available. This notice is not a request for competitive proposals and is not pursuant of Request for Proposal (RFP) nor is the SmartBuy Program obligated to conduct a competitive procurement.
