Description
The Huntington District Corps of Engineers intends to procure a contract for Limited Geotechnical with Drilling Services for the Great Lakes and Ohio River Division. The contract will be awarded as a firm-fixed price indefinite delivery type contrac t. The contractor shall furnish all supervision, labor, supplies, and materials to determine the type, nature, characteristics, and present extent and condition of various materials with job sites being located in the Great Lakes and Ohio River Division, primarily in the Huntington District. Contract period will be for a base period of one year with a provision for 4 (four) option years for a total amount not-to-exceed $4.5 million. The contract will be awarded to the offeror whose proposal conforms to t he solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. Work will be issued by negotiated firm-fixed price task order s. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is NOT required with your technical proposal. All re sponsive proposals will be evaluated utilizing the following factors (in descending order of importance): A. Specialized Experience and Technical Competence; B. Past Performance in Similar Type of Work; C. Professional Qualifications; D. Capacity ( Ability of the Offeror to Provide Required Physical Plant and Supplies); E. Supervision and Administration; F. Safety; G. Quality Control; H. Location of the Firm in the General Geographic Area; I. Small business and small disadvantaged business parti cipation. This announcement is open to all businesses regardless of size. The NAICS code for this procurement is 541330, which has a size standard of $4.5 million in average annual receipts. Solicitation Documents will be available on 07 December 2006. There is no charge for plans or specifications. This solicitation may be downloaded online at https://acquisition.army.mil/asfi/.
