Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through September 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-13. This acquisition is NOT a small business set-aside and the North American Industry Classification System (NAICS) code is 519120. The Preservation and Collection Management Section, National Library of Medicine (NLM), requires professional services for the binding of print collection. The NLM is charged with preserving the biomedical literature. The purpose of this requirement is to bind up to 18,000-20,000 serial units and 500-1,000 monograph volumes at a rate of approximately 600-900 items bi-weekly. A binding preparation contractor working onsite at NLM assembles, collages, and prepare binding instructions, noting conditions that the contractor must consider, and instructions the contractor shall follow. The Library's binding preparation contractor specifies the type of leaf attachment and other special instructions. Volumes for binding will be picked up every other week at the Library and be returned bound two weeks later. Work under this purchase order will be performed at the Contractor's facility. The vendor shall: 1) furnish all necessary labor, materials, supplies, equipment, and services; 2) handle all material with care to avoid damage; 3) bind materials according to the ANSI/NISO/LBI Standard for Library Binding; 4) perform 100% inspection of all bound items; 5) pick up NLM's materials to be bound every other week and return them bound two weeks later; and 6) replace all items damaged at the Contractor's facility. Sample of binding styles - Offerors determined to be in the competitive range will be required to submit samples of the following types of binding: oversew, double-fan adhesive, sew-thru-fold, recase, and binding solution for print items with accompanying CDROM. The purchase order term will be January 31, 2007 through January 30, 2008 with four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52.212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-07 029-UHP will be available on or about December 8, 2006. Request for RFQ-NLM-07-029-UHP may be obtained by writing to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Uyen H.
