Description
The Naval Surface Warfare Center, Panama City (NSWC PC) is soliciting proposals for a four-year requirements contract for the manufacture and delivery of approximately fifty-one (51) each U. S. Navy Firefighter Ladder Safety Systems (LSS) to provide fall protection for shipboard firefighters. The fifty-one LSS will consist of the following equipment and components over the next four years: 734 each rails, 2,648 each round rung clamps, 312 each rectangular rung clamps, 768 each splices, 856 each sleeves, ten (10) each extension assemblies, and ten (10) each male extensions. The equipment covered under this procurement consists of a rigid carrier rail bolted to the escape trunk ladder and carrier sleeves which slide on the rail. Equipment consisting of waist belts which are attached to the carrier sleeves and worn by firefighting personnel will not be acquired under this procurement action. The equipment acquired under this procurement will be used by fully outfitte d firefighters while climbing up or down escape trunks during actual casualties and during frequent training exercises. The equipment may be exposed to contaminants typical of a shipboard environment, including but not limited to: seawater, fuel, petroleum-based lubricants, and firefighting agents such as aqueous film forming foam (AFFF). All equipment must meet all of the requirements specified in the Ladder Safety System Performance Specification which will be provided with the request for proposal (RFP). A technical proposal is required. Award will be on the basis of the lowest price technically acceptable offer. NSWC Panama City plans on releasing the solicitation electronically only.
