- Description
- The Department of the Treasury, Departmental Offices (DO) intends to issue a renewal follow-on purchase order on a sole source basis to Dow Jones Reuters Business Interactive, LLC for continuing on-going on-line Factiva services and equipment which involves the upgrade of leased equipment and the use of subscription services. Such services and equipment include financial wire services and reproduction of financial data that is used by Treasury to mandate U.S. Policies and operation with respect to foreign and domestic financial markets. The required services are provided exclusively by Dow Jones. Quotes from various foreign and domestic markets are combined into one comprehensive and complete system. Dow Jones has the capacity and irretrievability to monitor both domestic and foreign markets under a single system and provide comprehensive and customized services. The required services are through September 30, 2007. This requirement is designated under the authority of 41 U.S.C. 253 (c) (1), Only One Responsible Source. Services needed must include rental of computer hardware and software to access specific news releases and services. The Contractor must be able to install new equipment as the need arises. This equipment must be compatible to Treasury, Departmental Offices? (DO) LAN network. The equipment and systems must be designed as powerful and easy to use utilities that help end users access real time market data with Microsoft excel. There is a need for on-site maintenance and new user accounts must be set up. New equipment updates, installation or removals must be available upon Government written request. Software on-line access must be available 24 hours a day and 7 days a week as needed. There must be on-site and off-site continuity of services including service availability during holidays. The Contractor must be available to train the Treasury Department employees on how to use their service either one-on-one or in a group setting. All software and hardware must have a 99% uptime and pricing for all financial/economic services and products from market data must be provided for a period of 5 years if needed.
