Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department Philadelphia Office intends to acquire, on an other than full and open competitive basis from Raytheon Virtual Technology, Runtime Infrastructure (RTI) NG Pro? software (including updates and help desk support) in support of the Navy Warfare Development Command (NWDC) Navy Continuous Training Environment (NCTE). The software is required in order for NWDC to meet High Level Architecture (HLA) standards currently in DoD Training and to be compatible with the JNTC Joint Live Virtual Constructive (JLVC) Federation of Simulations. The procurement is being processed pursuant to Section 4202 of the Clinger-Cohen Act of 1996, a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with Raytheon Virtual Technology since they are the only known provider of this software at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to this requirement no later than (NLT) 4 December 2006. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The applicable NAICS and size standard are 541512 and $23MIL respectively.
