Description
The U.S. Department of Agriculture, Farm Service Agency, Kansas City, Missouri, seeks the services of an interpreter for the hearing impaired employees for an estimated 1000 hours, on a defined schedule and on an as needed basis for the 2007 calendar year. The overall objective is to meet the organization?s needs for staff meetings, supervisor/employee conferences, formal classroom training sessions, on-the-job training, all employee meetings and office wide events (such as special emphasis, diversity, and CFC events).Government furnished space, property and facilities: The Government will make the following available for the contractors use: A dedicated phone line, desk top computer and an office cubicle space, which includes a desk, two chairs, a file cabinet, will be furnished for the days interpreting services are required. The services required by this statement of work include: Collaborative effort to schedule interpreter services between the contractor, the Human Resource Office, Point of Contact, and non-issuing office personnel. Services will be provided to 5 or more USDA-FSA hearing impaired employees. Contractor to have credit card account set-up for electronic payment services. The interpreter services shall be scheduled at the USDA Beacon Facility, 6501 Beacon Drive, Kansas City, Missouri, 64133, as follows: Tuesdays and Thursdays are contracted 8 hour work days at the Beacon Facility. Flexibility required by the contracted interpreter to work on other days of the week on an as needed basis with 48 hours notice. Interpreter will be available to instruct workshops on beginning and intermediate sign language on a bi-annual basis. Interpreter may sub-contract other interpreters when two are needed for sessions lasting more that one hour. EXPERIENCE: The interpreter should have the following credentials: Interpreter should have experience instruction beginning and intermediate level sign language courses for hearing employees. References should be provided with dates of classes instructed. Demonstrated the ability to relate to and communicate effectively both in sign-language and orally with people from different backgrounds. Must have a level 5 certification. Provide evidence of the Level 5 certification with you price quote. SECURITY ISSUES: Background check must be done on all contractors before work begins. For work performed at the Kansas City Offices, the contractor must contact the COTR to obtain building passes. Employees will receive an identification badge allowing them routine access to USDA facilities. The contractor shall ensure that badges and keys issued to contractor personnel are safeguarded at all times, not loaned to other employees, and retuned to the FSA Security Office upon completion of work under the contract. Identification badges must be worn and visible at all times while on USDA premises. The following clauses are included in this solicitation: ___52.204-9 PERSONAL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL (Nov 2006) (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, as amended, and Federal Information Processing Standards Publication (FIPS PUB) Number 201, as amended. (b) The Contractor shall insert this clause in all subcontracts when the subcontractor is required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. (End of clause) ____452.204-71 PERSONAL IDENTITY VERIFICATION OF CONTRACTOR EMPLOYEES (Mar 2006) (a) The contractor shall comply with the personal identity verification (PIV) policies and procedures established by Department of Agriculture (USDA) Directives 3800 series. (b) Should the results of the PIV process require the exclusion of a contractor?s employee, the contracting officer will notify the contractor in writing. (c) The contractor must appoint a representative to manage this activity and to maintain a list of employees eligible for a USDA PIV ID Badge required for performance of the work. (d) The responsibility of maintaining a sufficient workforce remains with the contractor. Employees may be barred by the Government from performance of the work should they be found ineligible or to have lost eligibility for a USDA PIV ID Badge. Failure to maintain a sufficient workforce of employees eligible for a USDA PIV ID Badge may be grounds for termination of the contract. (e) The contractor shall insert this clause in all subcontracts when the subcontractor is required to have access to a federally-controlled facility or information system. (f) The PIV Sponsor for this contract is the contracting officer representative (COR), unless otherwise specified in this contract. The PIV Sponsor will be available to receive contractor identity information from *________ (hours and days) to *_______ (hours and days) at *____________ (office address for registration). The Government shall notify the contractor if there is a change in the PIV Sponsor, the office address, or the office hours for registration.
