Description
Moody AFB may in the future have the requirement for establishment of chapel services. For determination of size standards, NAICS 813110-6.5M will be used. All interested parties must provide business information along with your inquiry. The listed services are not all inclusive and may change should the requirement result in contract being issued: All inquiries must be received by 15 Dec, 2006 2.0 CHAPLIN FUND ACCOUNTING TECHNICIAN The Accounting Technician operates USAF/HC authorized QuickBooks accounting software system to conduct all financial transactions for Moody chaplain fund account. Executes all accounting procedures required by QuickBooks to include: transactions for receiving, obligating, disbursing, transferring of funds, and printing monthly reports depicting status of funds. Properly codes all transactions with account and class codes as required. Safeguards all chaplain fund assets to include blank checks, signed checks, and equipment. Print checks to pay for outstanding expenditures. Payments will be made within 30 days of receipt of goods/services. Supporting documentation to include: invoices, billing statements, vendor receipts, and/or a transmittal letter requesting receipt, which will be attached to the back of the fund request. Upon receipt of a funds request from the program leader or account manager sign and date the request. The request must be processed within 5 working days. Ensures checks are signed prior to distribution. Voided check(s) must have "Void" written across the face of the voided check and be filed in the accounting records. Follow the voiding procedures in accordance with the USAF/HC QuickBooks Reference Guide. Records all deposits into the correct QuickBooks account and class. Deposit vouchers with supporting documentation will be filed in chronological order. Maintains a record of outstanding orders. Performs follow-up actions on orders with specific attention to those exceeding 60 days. Prepares overnight bank depository bags with deposit slips and Moody Chaplain Fund offering worksheets for weekend worship services and special services/program offerings. Accomplishes all deposits within the soonest business day availability to include those collected from weekend worship service collections the next available business day. Maintains control of the checkbook in QuickBooks and uses pre-numbered laser printed checks. Maintains daily data back-up diskettes. Performs monthly closeouts and prints budget reports. Reconciles and certifies the monthly bank and non-appropriated fund (NAF) government wide credit card (GPC) statements. Maintains monthly accounting records and Chaplain Fund Continuity file according to contents and order listed in AFI 52-103. Maintains familiarization with chaplain fund non-personal services contracts and Letters of Agreement. Ensures proper Program Leader approves invoice and payment is made. Annually prepares TD Forms 1096 and 1099 (Federal income tax information) for all non-personal services vendors. Produces annual reports and submits through the Wing Chaplain as required by MAJCOM/FOA/DRUS. Correct errors using methods outlined in the USAF/HC QuickBooks Reference Guide. Annually input the chaplain fund program plan into the QuickBooks system. Track and verify project officer returns. Contact Project Officers when returns are overdue. Inform Account Managers on project officer return status. Work closely with the Moody Chaplain Fund account financial institution in correcting chaplain fund discrepancies and make adjustments in QuickBooks for bank corrections. Prepare and submit accounting records for monthly assessment by the Quality Assurance Personnel (QAP) by 5 days following receipt of the bank statement(s). Work closely with the Moody Chaplain Fund account financial institution in correcting chaplain fund discrepancies and make adjustments in QuickBooks for bank corrections. 3.0 PROTESTANT GOSPEL WORSHIP SERVICE ACCOMPANIST 3.1 The Protestant Gospel Worship Service Accompanist will .Select and perform prelude, offertory and postlude for the Gospel worship Service at the chapel. The prelude will be for ten (10) minutes prior to the service and the postlude will be five (5) minutes after the benediction. Perform hymns, spirituals and gospel selections for the service as deemed appropriate by the sponsoring chaplain. Serve as accompanist for the choir anthem other types of special music. I.e. soloist, duets, quartets, etc., in conjunction with regular services and major Christian seasonal celebrations. Serve as accompanist at Gospel Worship service choir rehearsal and any additional special programs as discussed with the sponsoring chaplain of the service. Actively recruit choir members to sing and/or play appropriate instruments. Perform other accompanist duties for the service as deemed appropriate or necessary by the choir director and/or sponsoring chaplain. Perform music for memorial services on a one-day notice as required. The form or type of music to be performed will be coordinated with the sponsoring chaplain. Perform music accompanist for major events with a thirty (30) day notice. The contractor shall comply with all Air Force resource protection and security requirements. 4.0 CATHOLIC FAITH COMMUNITY SONG LEADER/CANTOR 4.1 The Catholic Faith Community Song Leader/Cantor supports the Liturgical components of the Catholic Faith Community. The Catholic Faith Community Song Leader/Cantor will be responsible for assisting and supporting the choir and congregation for all Rehearsals and Liturgical Celebrations specified in Section 4.3. The Contractor will conform to Official Teachings of the Roman Catholic Church and Liturgical Rites. Ability to work with the Catholic Music Director in preparing appropriate music according to the Liturgical Calendar. Have a thorough knowledge of the Liturgical Theology and the Rites of the Roman Catholic Church. 5.0 PROTESTANT WORSHIP SERVICE KEYBOARD MUSICIAN 5.1 The Protestant Worship Services Keyboard Musician is responsible to the Chaplain(s) of the Protestant Worship Service of the base chapel. Work with the Chaplain(s)s in providing organ/piano or other keyboard music applicable to the total Protestant Music program. Advise the Chaplain(s)s on all areas of Protestant Music regarding the use of keyboard music. 5.2 The Protestant Worship Services Keyboard Musician Plays keyboard instrument for choir and congregation weekly. Play the piano/organ for the Protestant Worship Service and choir; plus all choir rehearsals. Coordinate all keyboard activities and support requests with the chaplain or chaplains assigned to the Worship Service. Will provide keyboard music for special worship services and choir performances (cantatas, etc.) such as Christmas and Easter. Be available to play for special worship services such as Christmas, Easter and Memorial Services or other activities for religious events. Be available to perform at other than the Worship Service in support of funerals, commemorative functions, on/off-base concerts, with advance notice and scheduling required. 6.0 PROTESTANT WORSHIP SERVICE MUSIC COORDINATOR 6.1 The Protestant Worship Service Musuc Coordinator will work with the Chaplain(s) in interpreting and preparing policies and procedures applicable to the total Protestant Music program. Advise the Chaplain(s) on all areas of Protestant Music program management. 6.2 The Protestant Worship Service Music Coordinator will direct the chancel choir, choir rehearsals and insure special music is provided weekly. Direct congregational singing. Coordinate all choir activities and support requests with the chaplain or chaplains assigned to the Worship Service. Will coordinate and direct music for special worship services and choir performances (cantatas, etc.) such as Christmas and Easter. Be available for special worship services such as Christmas, Easter, Memorial Services as requested. Prepare an annual budget and inventory of required music/choir supplies and submit it to the chaplain responsible for the Protestant Worship Service. Be available to direct choir at other than the Worship Service in support of funerals, commemorative functions, on/off-base concerts, with advance notice and scheduling required. 7.0 PROTESTANT GOSPEL WORSHIP SERVICE CHOIR DIRECTOR 7.1 Direct the adult choir in the performance of various types of special music, in conjunction with regular worship services and major Christian seasonal celebration. Select and lead in the performance of choir anthem for weekly worship service as deemed appropriate by the sponsoring chaplain. Direct, lead and arrange weekly choir rehearsal. Possess experience in introducing hymns, spirituals and gospel music. Arrange rehearsals and performances of special music, i.e. soloist, duets, quartets, etc., as required by the sponsoring chaplain. Actively recruit choir members. Perform other duties for the service as deemed appropriate or necessary by the sponsoring chaplain. To include the management, cleaning and inventory of choir robes. Request the ordering of music scores and music supplies as needed that reflects the order of worship. 8.0 CATHOLIC FAITH COMMUNITY AUXILIARY PRIEST 8.1 The Catholic Auxiliary Priest This position supports the Liturgical and Sacramental components of the Catholic Faith Community. The Auxiliary Roman Catholic Priest upon request, will provide Liturgical and Sacramental Services as required for the Catholic Faith Community specified in Section 4.3 The Contractor will conform to Official Teachings of the Roman Catholic Church and Liturgical Rites. 8.3 Specific responsibilities of the Auxiliary Roman Catholic Priest are: Celebrate or Administer any of the Sacraments. Assist with special Liturgical or Sacramental Celebrations. Assist the Catholic Chaplain as required. Adhere to all administration requirements prescribed by the Roman Catholic Church for the Reception of any Sacraments, and forward all information to the Catechetical Formation Coordinator or the President of the Catholic Faith Community Advisory Council. Follow guidelines of assigned Catholic Chaplain regarding Moody Catholic Faith Community's specific customs and practices. Maintain professional competency. Be available for the Sacrament of Reconciliation prior to Sunday Mass. Upon request, to assist with any special Liturgical or Sacramental Celebrations. 9.0 PROTESTANT RELIGIOUS EDUCATION DIRECTOR 9.1 The Protestant Religious Education Director is responsible to the Chaplain for all Protestant Religious Education (RE) programs of the base chapel. Works with the Chaplains in interpreting and preparing policies and procedures applicable to the total program. Advises the Chaplains on all areas of Protestant Religious Education program management 9.3 The Protestant Religious Education Director will be responsible for the recruitment and training of teachers, aides and staff members of the Protestant RE program. Coordinator for the RE programs on Sunday morning; insure all staff personnel are present and prepared for class, provide all materials and help as needed. Serve as substitute as needed. Attend meetings of the Protestant Parish Council, and keep this group updated on the progress and/or problems of the RE program. Also responsible for briefing the Chaplain once a week. Periodically enhance skills by attending education seminars, etc. Ensure teacher presence in every classroom during the religious school period. Keep weekly and monthly records on the chapel religious school, teachers and volunteers. Ensure proper attendance records are kept and given to the Chaplain and the chapel support personnel. Coordinate supplies and equipment requirements with teachers and aides. Order and supplement RE school curriculum and materials. Accomplish curriculum order and distribution in coordination with the Chaplain. Provide orientation and updating, as required for new teachers and aides. Do budgeting for RE materials with the Chaplain. Maintain the Protestant bulletin boards. Maintain master enrollment of students. Maintain a list of substitute teachers and finding adequate substitutes. Submit all written announcements to the Chaplain for inclusion in the chapel bulletin or base paper. Submit all information newsletters to the Chaplain, to inform parents and teachers of religious education news. Serve as liaison between the teachers, parents and chapel staff. Advise the Chaplain of problems with facilities or equipment. Operate audio-visual equipment, copies or other facsimile devices. Ability to request base reproduction services. Open facilities before class and secure all facilities after classes, to include all doors and windows. Ensure all electrical appliances are unplugged. Safeguard and secure all government equipment and supplies. Responsible for fire prevention and AFOSH standards. Maintain regular office hours at the base chapel. Maintain current locator and contact information with base chapel. Create and implement a yearly Protestant Religious Education Program calendar. 10.0 CATHOLIC FAITH COMMUNITY MUSICIAN/CHOIR DIRECTOR 10.1 The Catholic Faith Community Musician/Choir Director position supports the Liturgical components of the Catholic Faith Community. The Catholic Faith Community Musician/Choir Director will be responsible for the execution of all instrumental support and directing the choir and congregation for all rehearsals and Liturgical Celebrations specified in Section 4.3. The Contractor will conform to Official Teachings of the Roman Catholic Church and Liturgical Rites. 10.3 Specific responsibilites of the Catholic Faith Community Musician/Choir Director are: Coordinate with the Catholic Chaplain and Faith Community Liturgical/Music Coordinator for all Liturgical Celebrations. Accompany choir, congregational and worship singing specified in Section IV below. Direct weekly choir rehearsals and warm-up sessions prior to any Liturgical Celebrations. Introduce new music to the congregation in an appropriate fashion. Ensure copyright laws are followed. Maintain professional competency at all times. 11.0 CATHOLIC CATECHETICAL COORDINATOR 11.1 The Catholic Catechetical Coordinator will support the religious education, spirituality and sacramental preparation components of the Catholic Faith Community. The Catholic Faith Community Catechetical Formation Program will encompass Catholic Religious Education for all age levels, Sacramental Preparation, Rite of Christian Initiation of Adults and will conform to Official Teachings of the Roman Catholic Church and the Liturgical and Sacramental Rites; especially found in the directives for the Rite of Christian Initiation of Adults, The Catechism of the Catholic Church, and the American National Conference of Catholic Bishops. 11.3 Specific responsibilities of the Catholic Catechetical Coordinator are: Develops and implements a quality comprehensive Catechetical Formation Program; which will include: a budget that is in accordance with Air Force and Chapel Regulations, a 12-month Calendar of Events, Both the budget and calendar are to be submitted to the Catholic Chaplain for approval by 1 May of each year, Submit requests for facility use, funds, equipment and other support according to chapel procedures, Coordinates/Supervise all Religious Education activities/events: 1. Sunday School, 2. Sacramental Preparations, 3. Liturgical / Seasonal Children programs (i.e. Christmas / Easter),4. Catholic Vacation Bible School. The Catholic Catechetical Coordinator will also Maintains records according to Air Force, Chapel and Military Archdiocese Regulations and Polices which include transmission file of significant events and operation procedures, volunteers Data File, Sunday School enrollment and attendance records, Sacramental Records, and Finance Records. Catholic Catechetical Coordinator will also ensure that all Formation activities and teaching materials are in accord with the doctrine and practice of the Roman Catholic Church, recruits and adequately trains volunteers, as catechist, aides and substitutes in order to staff the Formation Program, supports the logistical needs of the catechist in a timely manner, inventories resources and equipment and submits a report to the Catholic Chaplain by 1 May of each year, maintains Formation Material for the library, resource rack and bulletin board in chapel lobby, draft, design, finalize and submit publicity for publication according to Air Force and Chapel procedures, and attends monthly Catholic Faith Community Advisory Council meetings and any other meetings predetermined by the Catholic Chaplain.
