- The Bureau of Reclamation is issuing this announcement to identify potential certified HUBZone and/or 8(a) Small Business and/or Small Business concerns who would be interested in providing commercial dry and semi-moist fish food to the Trinity River and Nimbus Fish Hatcheries for Pacific salmon and steelhead. The Trinity River Hatchery is located in Trinity County, northeast of Weaverville, immediately downstream from Lewiston Lake on the Trinity River, situated immediately below Lewiston Lake on the Trinity River. The fish hatchery was constructed as part of the Shasta/Trinity Division of the Central Valley Project. The Nimbus Fish Hatchery is located in Sacramento County, near Rancho Cordova, immediately downstream of Nimbus Dam, below Folsom Dam, on the American River. The fish hatchery was constructed as part of the American River Division of the Central Valley Project. General Requirements: The contractor shall demonstrate the ability to formulate, manufacture, and deliver dry extruded and semi-moist Pacific salmon and steelhead fish food. The contractor will follow the Best Management Practices for Manufacturing, Packaging and Distributing Animal Feeds and Feed Ingredients as provided in the document entitled "Guidance/Framework for Best Management Practices for Manufacturing, Packaging and Distributing Animal Feeds and Feed Ingredients." A copy can be found on the Association of American Feed Control Officials (AAFCO) website: http://www.aafco.org/Portals/0/Public/Guidance%20DocFinal.pdf Medicated Feed Requirements: Medicated feed must comply with the United States Food and Drug Administration (USFDA) regulation for implementation of the medicated feed mill licensing requirements of the Animal Drug Availability Act of 1996 (ADDA), Title 21, Part 515 of the code of Federal Regulations. Drugs used in the production of medicated feed must be registered for fish culture use by the USFDA. Contractor shall have the capability to incorporate Terramycin (Oxytetracycline), as well as therapeutic levels of Romet (Sufladimethoxine and Ormetoprim) and Aquamycin (Erythromycin) if required to meet fish treatment protocol for atypical diseases. Feed Specifications: Closed formula extruded salmon and steelhead (not trout feed) diet. No supplemental feeding required. Soybean and/or cottonseed meal products may not be used in any formulation. No more than 10% remilled feed in the finished product. Feed must be palatable. No mortality that can be attributed to the feed quality or to specific ingredients Fish oils must be stabilized with antioxidants (ethoxyquin not to exceed 150 ppm in finished feed; BHA-BHT not to exceed 200 ppm) at the maximum allowable levels. Diameter and length of pellet shall be approximately equal Screened and sized to contain not less than 85% correct size particles. Dust content (dust defined as particles that pass through a #30 U.S. Standard Sieve) is not to exceed 3% at point of delivery. Unopened shelf life of not less than 90 days from date of milling/manufacture Air cooled after manufacture and dried to a moisture content of less than 11% for dry feed and less than 21% for semi-moist feed. The applicable North American Industry Classification System (NAICS) Code is 311119 Other Animal Food Manufacturing and the related small business size standard is 500 employees. However, the government reserves the right to change the classification if deemed necessary. All letters of interest and qualifications shall be submitted by email to Claire Ursino, cursino@mp.usbr.gov no later than the close of business on December 20, 2006. The procurement method will be low price, technically acceptable in accordance with Federal Acquisition Regulations PART 12, Commercial. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (e.g., HUBZone), and a point of contact. (b) Evidence of your experience providing the same or similar commercial fish food. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. This procurement is being considered for 100 percent set-aside for HUBZone small business concerns; however, all interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from HUBZone concerns, the solicitation may be issued as a small business set-aside or unrestricted basis without further notice or may be canceled. Therefore, replies are requested from all interested parties, regardless of business size or category. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
