- NASA Goddard Space Flight Center (GSFC) anticipates the issuance of a solicitation for the procurement of the Operational Land Imager (OLI) Instrument in support of the Landsat Data Continuity Mission (LDCM) Project. It is also anticipated that a Draft Request for Proposals (RFP) will be released on December 6, 2006, with comments due 7 calendar days later. The proposed contract would be for the design, development, fabrication and testing of the OLI Instrument Observatory Integration and Test (I&T), launch site support, and, in addition, a period of sustaining engineering. The OLI instrument must meet the requirements of all of the OLI technical documents such as the OLI Requirements Document and the Special Test and Calibration Requirements. It is anticipated that the contract shall be performed at the selected contractor's facility with a basic contract period of performance of approximately 9 years. NASA/GSFC will host an informational meeting for prospective offerors on December 11, 2006 at The Inn and Conference Center at the University of Maryland University College (see the LDCM web site for details, http://ldcm.gsfc.nasa.gov/). Due to the fact that International Traffic in Arms Regulations (ITAR)-sensitive information will be presented at these meeting, attendance shall be limited to U.S. Persons. Time will be set aside for discussions with the prime contractors and their subcontractors. There will not be separate discussions for subcontractors. Appointments for discussions should be scheduled in advance with the LDCM Contracting Officer (see point of contact below). While this meeting is primarily for OLI instrument offerors and their primary subcontractors because of limited space, current and potential RSDO spacecraft offerors may send a representative. All responsible offerors may propose and have their submissions considered by the Government. Please note that there may be two people, employed by non-proposing contractors, evaluating technical proposals. These people shall not have access to any cost, business or past performance data, have signed the appropriate non-disclosure agreements and shall be sequestered from the remainder of the government evaluators. The government does not intend to acquire a commercial item using FAR Part 12.
