Description
The General Services Administration (GSA) is soliciting a need to provide the Air Force Research Laboratory (AFRL) support for IT related equipment which processes specific earth satellite data. The equipment is referred to as the Topside Ionospheric Plasma Monitor sensor (acronym SSIES-3) aboard the Defense Meteorological Satellite Program (DMSP) spacecrafts S16 through S20. The SSIES-3 measures the ion/electron density (ni and ne), variations in the ion density (ni) along the spacecraft path down to a scale size of 10m, the ion and electron temperature (Ti and Te), the portion of the thermal ion population composed of hydrogen (H+), helium (He+) and oxygen (O+) ions, and the ions bulk motion relative to Earth's surface. The system consists of the ion retarding potential analyzer (RPA), the ion drift meter (DM), the total ion trap (SM), and the spherical electron sensor (EP), the sensor potential control system (SENPOT), the Main Electronics Package (MEP), and the DMS electronics package. The SSIES-3 sensors have been built by University of Texas at Dallas and previously delivered to the DMSP System Program Office (SPO) and integrated onto the DMSP spacecraft. The purpose of this acquisition is to provide the AFRL with pre-launch field support and sensor launch-readiness assessments for the Topside Ionospheric Plasma Monitor sensor (SSIES-3) aboard the Defense Meteorological Satellite Program (DMSP). Prior to DMSP launch, the SSIES-3 requires storage maintenance, calibration checking, sensor repair if necessary, and launch integration and support. The solicitation will issue on or about November 17, 2006 and will be issued through FedBizOpps at fedbizopps.gov. Hardcopies of the RFP will not be available. Offerors are responsible for downloading their own copy of the solicitation and any amendments. The proposed contract will have a period of performance of one year and four one-year options, beginning on date of award through 365 days thereafter with four successive twelve month option periods. Upon receipt of a solicitation package, questions and comments will be accepted and may be sent via regular mail, e-mail, or fax to the primary point of contact in this announcement. Questions and comments will be taken into consideration and incorporated into the solicitation, where appropriate, via amendments. NO QUESTIONS or COMMENTS WILL BE ACCEPTED VIA TELEPHONE OR BEFORE ISSUANCE OF THE SOLICITATION. All sources may submit a proposal which will be considered.
