- The U.S. Army JM&L LCMC- Picatinny Arsenal, NJ has a requirement for a full- sized unmanned ground vehicle. This action will be sole sourced out to Howe & Howe Technologies. The Ripsaw I is 3500 lbs with a top speed of 80 mph and an acceleration of 0-50 mph in 3.5 seconds, and is capable of rescue, military offensive response, fire fighting, bomb disposal, military caravan protection, and any other circumstance where human life may be at risk during a ground operation. Many American lives have been lost during US military conflicts and operations throughout the world. Much of the potential loss of life in the future can and will be greatly diminished with the use of unmanned technologies. Ripsaw???s performance characteristics are currently unmatched by any inservice military ground vehicle and will be essential in future combat. This synopsis will close fifteen (15) days from date of this announcement. SEE NUMBER NOTE 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
