- Multipurpose Scout Qualification Range, Fort Hood, Texas: The Contract Specialist for this solicitation is Barbara J. Giddens, 817-886-1065; or by e-mail at barbara.j.giddens@swf02.usace.army.mil. The project consists of the construction of a Multipu rpose Scout Qualification Range located at the Brookhaven Multi-Use Training Range at Ft. Hood, Texas. The construction will consist of two course roads, service roads, six new and twenty-two refurbished existing Stationary Armor Targets (SAT), two new an d two refurbished Moving Armor Targets (MAT), forty-one new and sixty-two refurbished Stationary Infantry Targets (SIT), four gunnery facades, six Battle Positions, four two-man foxholes, and two Range Fan Limit Markers. Underground power and fiber lines will be provided to all targets. A new combined Small Range Operations Center (ROC)/After Action Review (AAR) building will be provided as part of the supporting facilities. The building is approximately 1950 square feet and will be pre-engineered metal b uilding on a concrete slab. Interior construction will be metal studs and gypsum board. The building mechanical system will be a packaged heat pump system with cooling provided by a direct expansion refrigeration packaged unit and split DX unit. Also in cluded is the hazardous material abatement and demolition of two buildings - B04485 (640sf) and B56171 (3200sf). NAICS Code is 236220. Small Business Size Standard is $31Million. Estimated Construction Cost Range is $5,000,000 & $10,000,000. UNRESTRICTED S olicitation W9126G-07-R-0017 will be issued on or about 5 January 2007 with proposals due on or about 6 February, 2007 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government, which may or may not result i n accepting the lowest priced offer. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZon e small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Plans and specifications will not be provided in a hard pa per copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well.
