Description
Technical Questions: Mr. Jimmy Jones, 912-652-5909 Contractual Questions: Ms. Mary Corbin, 912-652-5301 The project will be solicited and procured using a Two Phase Design-Build Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36.3. The Government anticipates Phase One documents will be issued on or about 15 January 20 07 and that Phase Two documents will be issued on or about 15 March 2007. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. Options may be included. The magnitude of the project is between $25,000,000 and $100,000,000. Network Analysis will be req uired. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656) under NAICS 236220 and the HubZone Price Evaluation will be applied. This solicitation will be issued i n electronic format only. Contractors must be registered in the Central Contractor Registration (CCR) database. Contractors must register at www.ccr.gov. Once issued specifications and drawings may be downloaded from the Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate the solicitation contractors can go to FedBizOpps www.fedbizopps.gov and search for the solicitation number. No additional media (CD ROM, floppy disks, faxes, etc.) will be provided. It is the offerors responsibility to check the Intern et addresses provided as necessary for any posted changes to the solicitation and all amendments. Description of work: Construct a software support facility (7432 SM). Construct a two-story facility with reinforced concrete footings, slab, masonry walls, steel frame, and standing seam metal roof. Area includes software and engineering laboratories, in trusion detection, a small top secret vault, grounding, raised flooring, specialized communications, provisions for special power, and environmental controls. Conduits between buildings 226, 227, and 230 will be installed as part of this project to meet co mmunications and LAN requirements. This facility will interconnect buildings 226, 227, and 230. Comply with DoD Force Protection requirements as per unified facilities criteria. Air Conditioning is estimated to be 300 Tons. The contract may contain opt ions. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. Relative Importance of Factors: Price is equal in importance to all technical factors when combined. Factor 1-1: Offeror Past Performance: This factor is significantly more important than Factor 1-3 and equal to Factor 1-2, Factor 1-2: Corporate Releva nt Specialized Experience: This factor is equal in importance to Factor 1-1 and significantly more important than Factor 1-3, Factor 1-3: Technical Approach Narrative: This factor is significantly less important than Factors 1-1 and 1-2. Factor 2-1: Build ing Function and Aesthetics: This factor is equal to Factor 2-2 and significantly more important than Factors 2-3 and 2-4, Factor 2-2: Building Systems: This factor is equal in importance to Factor 2-1 and significantly more important than Factors 2-3 and 2-4, Factor 2-3: Site Design: This factor is equal to Factor 2-4 Management Effectiveness, Factor 2-4 Management Effectiveness: This factor is equal to Factor 2-3: Site Design. The overall evaluation of Factors 1-1, 1-2, 1-3 is equal to the overall ev aluation of Factors 2-1, 2-2, 2-3 and 2-4.
