- This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a notice of intent to solicit and negotiate a sole-source order with Boson Software, LLC. 555 Marriott Drive, Ste 315, Nashville, TN 37214-5088 for the purchase of Boson NetSim for CCNP 6.0 License and Boson NetSim for CCNP License Server. The 6th Contracting Squadron intends to issue a purchase order for delivery and installation under the authority of FAR 6.302-2 only one responsible source due to no other supplies or services will satisfy agency requirements due to Boson Software, LLC is the sole provider of this product. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Delivery shall be FOB Destination to Macdill AFB, FL. NAICS Code is 611420. The following clauses and provisions are incorporated and in effect through Federal Acquisition Circular 2005-15, applicable FAR and DFARS clauses are 52.204-7, 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52-232-33, 52.233-3, 52.247-34, 52.252-2, 252.204-7004 Alt A, 252.212-7000, 252.212-7001, 252.225-7001, 252.232-7003, 252.247-7024, and provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-74 competition performance decisions). DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE AUTHORITY: The Joint Communications Support Element (JCSE) currently utilizes the Boson NetSim CCNP system for extensive training of communications personnel on Cisco network infrastructure support equipment. The complexity of the network infrastructure, the sensitivity of JCSE network support and the nature of JCSE training require a seamless transition of training materials between the classroom and the field environment. JCSE currently has the Boson system installed on 26 training systems at a cost of approximately $49,000.00 for hardware and software. An additional $19,000.00 has been spent on another 13 systems in anticipation of installing the Boson system in order to expand our training capability. Furthermore, approximately 240 GS-11 equivalent man hours have been spent in developing training materials for the Boson integration into the JCSE systems. The cost to the Government of testing and installing a similar type of software, in terms of time and money, exceed any savings that would be achieved through competition of this requirement.
