- The Contracting Directorate of HQ, United States Army Intelligence and Security Command (USAINSCOM), is anticipating the procurement of mission support technical services in support of the 1st Information Operations (IO) Command (Land). The Governme nt anticipates an award from the solicitation of an Indefinite Delivery/Indefinite Quantity Contract (IDIQ), with task orders for a base period of 12 months and multiple options periods of performance of 12 months. The 1st Information Operations Command ( Land) acts as the operational focal point for land IO by deploying teams to assist Land Component Commands (LCCs), Army Commands, other Service Commands, Joint Forces, Agencies, and Activities. Concurrently, it coordinates, arranges, and synchronizes IO i ntelligence support, and conducts operations throughout the Computer Network Operations (CNO) spectrum. The 1st IO Cmd consists of a Command and Staff (S1 through S6) with two Battalions. The S2 and S3 work in concert to provide IO planning and research, plus operational, technical, and intelligence analysis reachback support to deployed IO support teams and supported commands. The 1st Battalion provides two critical Army missions: full-spectrum IO Field Support (FS) and Vulnerability Assessment (VA) tea ms. The Battalion's mission is to train and deploy FS Teams (FSTs) and VA Teams (VATs) for planning, preparing, executing, and assessing IO. The 2d Battalion conducts and synchronizes operations across the CNO spectrum (computer network defense/exploitati on/attack) to operationally integrate IO, reinforce IO capabilities, and enable IO throughout the information environment. The Battalion has six Regional Computer Emergency Response Teams (RCERTs) collocated with NETCOM Theater Network Security and Operat ions Centers worldwide. MISSION: 1st IO Information Operations (IO) Command (Land) provides IO support to the Army and other military forces through deployable IO support teams, IO reach-back planning and analysis, and the synchronization of and conduct o f Army Computer Network Operations (CNO), in coordination with other CNO and Network Operations (NETOPS) stakeholders, to operationally integrate IO, reinforce 1O capabilities, and defend cyberspace to enable IO throughout the information environment. SPE CIFIED TASKS: Provide IO support for the assessment of force readiness and capabilities of Land Component Forces to accomplish their assigned missions as directed. Synchronize and conduct Army Computer Network Operations (CNO) in coordination with CNO an d NETOPS stakeholders to defend Cyberspace and to enable other Information Operations as directed. Operate and maintain the Armys Operations Security (OPSEC) Support Element. Act as the Functional Proponent for Military Deception. Organize, train, equi p and deploy mission capable IO support teams to provide IO planning and execution support or to conduct IO assessments as directed. Provide IO planning plus operational, technical and intelligence analysis reachback support to deployed IO support teams a nd supported commands. Provide IO training support to LCCs, Army Commands, and other Service Commands, Joint Forces, Agencies and Activities, as directed. Execute the Army Reprogramming Analysis Team-Threat Analysis program. Develop and Promote processes and procedures to ensure IO Interoperability with Joint Forces, other Services, Inter-Agencies, and Allies. Point of Contact: Mr. John M.
