- NAICS Code: 541690 Notice of Intent to Sole Source for modeling marginal biophysical responses to evaluate existing assessments of cropland greenhouse gas abatement potential. The Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Change Division (CCD), Climate Economic Branch (CEB) intends to award a sole source purchase order to Applied Geosolutions, LLC of Durham, NH. Applied Geosolutions maintains the DeNitrification-DeComposition (DNDC) biophysical process model, which is a highly respected and sought after tool for soil biogeochemical modeling. Dr. Changsheng Li of Applied Geosolutions, LLC developed the model and along with Dr William Salas, of Geosolutions, continues to develop and implement new DNDC applications for assessing impacts of agricultural management practices on greenhouse gas emissions. DNDC is a unique soil biogeochemical model because it simulates both aerobic and anaerobic soil conditions, estimates crop yields based on a detailed crop physiology-phenology model, and is designed for assessing the net impact of alternative management strategies on long-term soil organic carbon dynamics and emissions of N2O, NO, CH4, and NH3 from both upland and wetland agricultural ecosystems. This noncompetitive action will be processed in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). CCD plans to issue this requirement as a firm fixed price purchase order utilizing simplified acquisition procedures, which will be awarded to Applied Geosolutions, LLC. The North American Industry Classification System (NAICS) code for this procurement is 541690. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 7 calendar days (5.203b) of the date of this announcement will be considered.
