- Description
- The Republic of Poland (RoP) intends to advertise for National Competitive Bidding with the participation of firms nominated by NATO nations. Eligible firms will be invited to bid on the provision of AIS infrastructure, cabling for a telephone network, and VTC and audio-visual capability for the Joint Force Training Center (JFTC) in Bydgoszcz, Poland. The RoP is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The bid number is NCB+/21/2006. The U.S. Department of Commerce will be using the reference IFB-POLAND-21-2006. Bidding steps related to provision of the Declaration of Eligibility and submission of the Statement of Work, including the clarification phase, will be conducted in English. The remaining bidding procedure will be performed in Polish. Polish is considered to be the contractual language. The estimated value of this project is 56,000,000 PLN (USD $18.7 million), which includes PLN 46,000,000 (ISD $15.3 million) for system provision, installation and integration and PLN 10,000,000 (USD $3.4 million) for operation and maintenance for a period of 5 years. The RoP will require a bid bond in the amount of 2% of the total project value and a performance bond in the amount of 5% of the offer value. All qualified firms will be authorized to collect the Cahier des Charges (bid documents) upon transferring a Cahier des Charges bond in the amount of PLN 20,000 (USD $6,690) to the procurement agency banking account according to instructions that will be provided in written form. All firms that have received the Cahier des Charges must return the complete set of bid documents to the Procurement Agency regardless of the results of the bidding under threat of security violation consequences and loss of the Cahier des Charges bond. Reimbursement of the Cahier des Charges bond will take place upon subtraction of the charges related to the reproduction of a single set of hard copy. Implementation of the project will require access to classified information up to and including POUFNE, which is equivalent to NATO CONFIDENTAL. Each foreign bidder must fulfill the requirements included in the following NATO documents: C-M(2002)49 Security within the North Atlantic Treaty Organization (NATO) AC/35-D/2000 - 2005 Directives supporting C-M(2002)49 from AC/35-D/2000 to AC/35-D/2005 All participants in a consortium must obtain a Declaration of Eligibility. Only eligible firms with similar project experience may participate in the bid. Certificates for the successful completion of similar projects issued by the relevant authorities must be enclosed with the bid offer. A lack of relevant certificates could lead to elimination of the applying firm. SCOPE OF PROJECT The contractor will provide four separate, complete Local Area Networks (LANs) including servers, workstations, software, peripheral equipment, centralized storage capabilities, network components, and system management equipment. The contractor will also provide audio/visual capability and cabling for telephone and VTC connectivity. The following components will be procured: - High Performance and General Purpose Servers with software - BLADE servers with software - BLADE, THIN CLIENT and standard workstations - Storage Area Networks (SAN) with library for back-up - Medium and small routers and switches - Wireless LAN services - Network Printers, Scanners, Plotters - Fiber optic cabling - LAN/WAN components - Firewall - Audio/Visual equipment - CIS management hardware and software - Spare parts - Various Software The contractor will be responsible for the provision, installation, configuration, and integration of all equipment and software. The contractor must grant a 3-year hardware warranty and a 1-year software warranty. The firm will also be responsible for providing an operational and maintenance period of 5 years after approval of Provisional Site Acceptance (PSA). The procurement will comprise the following projects: 9IS 151104 - Provide AIS equipment and services for the Exercise LAN and Experimentation LAN at JFTC 5IS 03024 - Provide NATO Unclassified Public Access Network (PAN) to all NATO Commands 5IS 03036 - Provide a NS Bi-SC AIS to all NATO Commands BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1.
