Section C  Statement of Objectives for Guard Recruiting Assistance Program C-1 GENERAL C-1.1 Background The National Guard Bureaus Army Strength Maintenance Divisions (NGB-ASM) mission is to provide policies, programs, procedures, and guidance to the states and territories to meet their end-strength objectives in accordance with the Strength Maintenance Ph ilosophy. Specifically, to recruit quality soldiers, conduct attrition management designed to reduce first-term soldier losses and training pipeline losses, and ensure retention and extension of quality soldiers before the expiration of their term-of-serv ice. The Strength Maintenance Philosophy builds a partnership for strength readiness between unit leaders and the recruiting and retention force. Working together, they can develop programs and incentives to meet each units strength objectives. The three ten ets of strength maintenance are: q Recruiting: Recruiting Quality (Non-Prior and Prior Service) Soldiers q Retention: Retaining Soldiers who reach their Expiration Term of Service (ETS) q Attrition Management: Reducing Losses While Still Under Contractual Military Obligation In September of 2005 the Army National Guard tasked Docupak under the existing Marketing Contract to support the Lead Generation Program, which has evolved into the Guard Recruiting Assistance Program (G-RAP). Currently, all support for this program is tas ked using the Marketing contract. The G-RAP program has been authorized as two successive delivery orders of the Marketing Contract with Docupak. The services available under this contract were broadly based and could include research; program development and production; curriculum develop ment and production; development and production of training programs and multimedia materials; the packaging and distribution of program and multimedia materials; and maintaining a database with sensitive data; maintaining a management database for reporti ng and status. The Army National Guard acquired these individual services or products from a contractor on a task order by task order basis. The Army Guard Strength Maintenance Division plans to continue the G-RAP program but is not necessarily committed to replicating them in the program in its current form, organization, staffing levels, or business processes. That is, Army Guard Strength Mai ntenance Division will consider alternatives, improvements, and enhancements over the long term. In that regard, NGB-ASM intends to use incentives to induce superior contractor performance. That is, tasks under the new contract, to the extent appropriate, will be performance-based. As part of these activities, the Army National Guard also has a related objective which is capture and improve access to performance data and program data. Some of the key steps within the NGB Army Strength Maintenance process of Recruiting are shown in the following diagram. This diagram indicates the flow of new potential soldiers to become combat-ready soldiers within the National Guard. It indicates how the Recruiting Assistants participate in the process of recruiting, and are compensated to help achieve the end-strength objective. The Army National Guard has multiple related yearly objectives that it uses while managing these processes so as to achiev e the Congressionally mandated end-strength objective. A summary of the NGB-ASM Recruiting process, along with the current G-RAP compensation milestones, are shown in Attachment 1. The Army Guard Strength Maintenance Division requires contractor support services to continue, improve, and expand current efforts to create and develop innovative recruitment programs consistent with the Strength Maintenances three tenets of Recruitment, Retention, and Managing Attrition. These recruitment programs respond to ARNGs foremost goal, which is to attain and maintain congressionally authorized end-strength. In particular, this solicitation c ontinues the Guard Recruiting Assistance Program (G-RAP) program and tasks established under the Marketing Contract. NGB-AQ Contracting Division has determined that a new single award contract is the most effective way to achieve NGB-ASM goals for G-RAP. Consistent with performance-based contracting practices, NGB-ASM has to define the work in terms of objectives rather than specific tasks. As a result, it is then the Offerors responsibility to propose how the stated objectives would be achieved and to de fine the metrics to measure performance. Of significant importance are: Proposing a Recruitment Assistant payment plan that takes into consideration deployment-based, geographically-based and skill-based demand variables, proposing incentive plans for t he recruiters, and proposing training and associated training reimbursement plans for the recruiters. C-1.2 Purpose The G-RAP contract tasking period of performance expires in March of 2007. However, the Army Guard Strength Maintenance Division wants services continued with only minimal disruption. Due to its visibility, success, and cost, NGB-ASM has determined that G-RAP requires a separate contracting vehicle and separate funding. This is because the G-RAP program is unique due to the combination of components that make it successful: it motivates Guardsman monetarily for recruiting enlistees, provides the Guardsman with recruitment training, and motivates them to stay in contact with the enlistee through completion of basic training. Additionally, G-RAP monitors and measures the performance of ind ividual recruiting Guardsmen and overall G-RAP program performance. By directive, the Government expects agencies, including NGB-ASM, to implement Performance-based Services Acquisitions, if appropriate. The Army Guard Strength Maintenance Division believes that performance-based tasks are desirable and consistent with Arm y National Guard goals and objectives, which are performance metric based. This contract will implement performance-based tasks where appropriate. The establishment of this performance-based IDIQ contract is for the express purpose of obtaining a single award contract to a contractor capable of providing management, supervision, personnel, material and equipment to plan, create, design, produce, plac e, evaluate and measure the effectiveness of G-RAP. G-RAP is a successful program which is currently supporting Recruiting and Retention Non-Commissioned Officers (RRNCOs) in their mission to maintain the National Guards congressionally authorized end-st rength. The effectiveness in meeting these objectives will be demonstrated through the use of performance metrics proposed by the offerors. NGB-ASM expects the contractor will provide an organization and project manager who will be responsible for all contractor work performed under this solicitation and who is the single point of contact. Notwithstanding the other effort under this solicitat ion, the contractor will create a persistent organization to support the project manager in the day-to-day operations, including, but are not limited to monitoring, supervision, directing, planning, collecting, and reporting metrics, and quality assurance. NGB-ASM anticipates that the contractor would provide the full complement of skills required in this solicitation. C-2 STATEMENT OF OBJECTIVES This solicitations objective is to acquire contractor services to continue, manage, and operate the National Guard Bureau-Army Strength Maintenance Divisions Guard Recruiting Assistance Program (G-RAP). Specific contract objectives and responsibilities include: 1. Select a contractor with demonstrated successful past performance in managing large recruitment programs in geographically and culturally varying environments a. Developing and implementing recruitment programs or similar programs b. Track record working effectively with a Government agency implementing new programs and transitioning existing programs into their organization to achieve Government goals. 2. Select a contractor with a comprehensive understanding of NGB-ASM and G-RAP philosophies, procedures, programs, and their interrelations to achieve recruitment goals. 3. Select a contractor to assume full responsibility for and operations of the Guard Recruiting Assistance Program by a. Implementing a Guard Recruiting Assistance Program Management Office with a dedicated Program Manager and staff with effective skills mix b. Operating, managing, monitoring, measuring, and reporting to the Government the costs, metrics, and effectiveness of the contractors Guard Recruiting Assistance Program operations c. Designing, developing, producing, and distributing appropriate training materials for use by RAs d. Ensuring high-quality initial and recurring training programs for RAs e. Employing an suitable mix of technologieshardware, software, internet, telecommunicationsto enhance program effectiveness and reduce costs f. Maintaining effective and reliable communications with NGB leadership, States, RAs, and potential Soldiers. g. Evaluating and modeling the cost-effectiveness of new or alternative recruiting strategies h. Ensuring a consistent Guard Recruiting Assistance Program branding and message. 4. Select a contractor to who can cost-effectively implement a performance metrics database by a. Ensuring capture of pertinent demographic, survey, statistical, and other data for monitoring and measuring contractor and Guard Recruiting Assistance Program performance b. Maintaining an adequate level of data detail to support analysis and reporting from the individual RAs and Potential Soldiers, Guard Units, States, regions to the national level. Data must support both regular and ad hoc reporting requests. c. Ensuring the data are reliable, accurate, secure, and accessible by Government and contractor personnel. Ensuring database design facilitates quick and thorough responses to Congressional and other inquiries. 5. Select a contractor to who can cost-effectively implement a program financial database by a. Ensuring capture of pertinent financial Guard Recruiting Assistance Program data b. Ensuring financial data relates to the performance metrics database c. Ensuring the data are reliable, accurate, secure, and accessible by Government and contractor personnel. Ensuring database design facilitates quick and thorough responses to Congressional and other inquiries. 6. Select a contractor to perform unbiased analysis and reporting a. Producing accurate, informed, and meaningful analyses that lead to creative, substantiated, and actionable results and recommendations. Supports NGB-ASM strategic decision making b. Advocating and uses data methods and statistical graphics to communicate complex ideas with clarity, precision, and efficiency. 7. Select a contractor to transition current programs seamlessly and effectively without disrupting services. Existing working relationships and commitments with NGB-ASM must be honored after the transition. This shall include: a. Describing the contractors concept and vision of the GRA-P program and his proposed implementation strategy b. Establishing appropriate subcontracting relationships with the Recruiting Assistants c. Establishing a payment plan, incentive plan, and training reimbursement plan d. Establishing expeditious and non-disruptive methods to transition or re-enroll existing RAs in the new program, including training, materials, materials distribution and support infrastructure necessary to successfully continue productive performance e. Establishing payment processing and tracking system f. Establishing appropriate level of cash to minimize disruption of payment processing. 8. Select a contractor to assume responsibility for GFE inventory from the current contractor. 9. Select a contractor to ensure NGB-ASM has ready and reliable access to services, vendors, meth ods, and media necessary for successful programs and campaigns. The contractor shall: a. Characterize and describes providers for these services, vendors, media, and methods. Also, identifies contractors experience with those providers. a. Identify any ownership, contractual, preferential, or other arrangements with such providers b. Demonstrate ability to obtain better than competitive or discount rates and prices for the Government from those providers c. Ensure the high quality and reliability products and services from those providers.
