- Solicitation announcement 601817R111 is hereby amended/modified to reflect the following changes: (1) it is the Government's intention to award subject contract or contracts by utilization of the two step sealed bid process. In order to do this, the procedures of FAR Part 14.503 will be utilized. The requirements as identified in the original announcement remain unchanged and unaffected by this amendment/modification to subject announcement. The requirements of the technical proposal, evaluation criteria also remains unchanged. (2) Technical proposals are to be provided only and shall not include prices or pricing information. (3) In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions will be considered for award, and (4) each bid in the second step must be based on the bidder's own technical proposals. (5) Offeror's should submit proposals that are acceptable without additional explanation or information. (6) The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted; and (7) The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors. (8) A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. (9) Multiple technical proposals may be submitted in response to this announcement. (10) The information provided in response to this announcement is not binding on the Government and that the actual delivery or performance will be contained in the Invitation issued under step two. Offeror's previously submitting response(s) to this announcement do not need to re-submit information. (11) Offerors will be evaluated and ranked techncially acceptable or unacceptable during step 1 of evaluations. Offerors determined technically unacceptable will not be allowed to continue with the bid process allowed in step 2. Your written response must be received by this agency no later than 4:00 P.M. MST, January 16, 2007. Your response shall be prepared in a format that corresponds to the individual topic and request of this amendment.
