Description
NASA/ARC has a requirement to provide engineering support and domain knowledge of the Space Transportation System (STS) and the International Space Station (ISS) command and control systems and processes, and their data bases of ground controller activities during STS and ISS operations. The proposed work to NASA/ARC is as follows: 1) Provide Subject Matter Expertise in Space Transportation System (STS) and International Space Station (ISS) Systems Operations. Contractor shall provide flight controller expertise in STS and ISS systems such as power, propulsion, guidance navigation and control (GNC), life support, control and data handling (C&DH) that can be monitored and controlled by the flight crew, by autonomous systems, by ground crew, or by autonomous systems. This SME will be used to further understanding by ARC software developers of the current State of the Art (SOA) for mission operations and models and processes used. 2) Provide Subject Matter Experts for Spacecraft Operations Simulations. Contractor shall provide SME, tool support, development, integration, documentation, training and onsite support for spacecraft operations simulations. This SME will be used by ARC developers to install existing or build high new, fidelity simulations of spacecraft systems and their operating components. 3) Provide Subject Matter Experts (SME) in the Integrated Verification and Testing of Software and Prototypes. Contractor shall provide SME support for the integrated verification and testing of software and prototypes. This SME will be used to verify and validate the correct operation and performance of newly developed operations tools and procedures during integrated testing. 4) Provide Software Development Support for Spacecraft Operations Tools Contractor shall provide system development and modifications for tools, models, user interfaces, and procedures for spacecraft operations. The period of performance will be for 4 years (1 One year Base Period and 3 One Year Options). This effort is aniticipated to commence in mid February 2007 and will continue through mid February 2011. NASA/ARC intends to purchase the items from United Space Alliance (USA) of Houston, TX under the authority of 10 U.S.C. 2304 (c)(1) based on their unique exprtise and data bases essential to support this study. The Government does not intend to acquire a commercial item using FAR Part 12, See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
