Description
As mentioned at the pre-solicitation conference, the formal Acquisition Strategy Panel (ASP), chaired by Ms. Sue Payton, SAF/AQ, was held on 20 Nov 2006, and the draft RFP was approved for release as a result of this meeting. Also as a result of the ASP, an action item was taken for AF PEO/CM to draft a memo for OSD/AT&L to obtain approval of the CFT strategy and program to comply with OSD?s Acquisition of Services Policy. To satisfy this action item, a meeting was held between AF PEO/CM, OSD/DPAP, and various others, including major CFT customer representatives. As result of this meeting, additional concerns/questions regarding the CFT acquisition were raised by OSD/DPAP. The following were of particular concern: A) The contract length. (There is concern that seven years is too long to ?lock? offerors in and might significantly impact future competition.) As a result of this concern, various shorter contract lengths are being discussed. B) The degree of customer buy-in. (The concern is that there is not enough formal customer commitment to support of the program). As a result of this concern, the four services have been requested to build business cases for their service?s continued use of CFT, with a focus on the top ten FY06 orders by service and dollar value. C) The proposed CFT office structure. (The concern is that the proposed CFT office structure would be insufficient). Different approaches to address this concern are being explored, to include: joint staffing of the CFT office, decentralized ordering, and increasing the number of CFT personnel at OC-ALC. After these issues are addressed, approval must still be received by OSD/AT&L prior to formal RFP release. As answering these questions/concerns will impact the previously stated milestones, and could involve significant changes to the acquisition strategy, the process is hereby on hold indefinitely until the above issues can be resolved. Due to this delay, offerors should be advised that the current CFT contracts will likely be extended to a maximum of six (6) months in accordance with FAR Clause 52.217-8, Option to Extend Services. If the maximum extension is utilized, the current contracts would expire on 31 Mar 2008. As additional information becomes available, updates and revised milestones will be posted to www.fbo.gov. The source selection team sincerely apologizes for the delay and any inconvenience potential offerors may have experienced.
