Description
The NAVAIR Orlando Training Systems Division (TSD) plans to negotiate with Bell Helicopter Textron Inc. (BHTI) on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. The contractor will be responsible for providing an AH-1Z Full Flight Simulator (FFS) training device, along with associated technical data, initial spares, and support for an Initial Operational Test & Evaulation Period (IOTEP). There are no option quantities for this acquisition. This training device will be designed to meet the initial training needs of AH-1Z aircrew in all weather conditions, normal and emergency procedures, and night vision operations. A six-degree of freedom motion platform mounting will allow the AH-1Z FFS to accurately replicate the highly sophisticated, fully integrated AH-1Z helicopter that is being designed and produced by the sole manufacturer, Bell Helicopter Textron Inc. The FFS will utilize a state of the art visual system, and, in many instances, use actual aircraft software and equipment to facilitate concurrency management with the aircraft program. The aircraft just completed its Phase I Operational Evaluation (OPEVAL) and will not complete its Phase II OPEVAL until November 2007 which will validate the implementation of Optimized Top Owl (OTO) Helmet Mounted Sight Display System (HMSD) and Target Sight System (TSS). Currently, the only source of the design and software data is through BHTI. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Derrick Jones) by 25 January 2007. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.
