Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce Online (NECO) website located at https://www.neco.navy.mil, and the Naval Surface Warfare Center, Crane Division Acquisition website at http://www.crane.navy.mil/acquisition/specnote.htm. FBO is the primary point of entry to be used when accessing synopses and solicitations from the World Wide Web. However, the NECO webpage, as well as the Naval Surface Warfare Center, Crane Division Acquisition webpage, serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division entered into a Basic Ordering Agreement (BOA) on 23 March 2005 with the University of California at San Diego (UCSD), La Jolla, CA. This agreement was entered into by the Government and UCSD on a sole source basis in accordance with FAR 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The BOA covers a three-year period, with 2 one-year options. UCSD provides training services in accordance with the Government Statement of Work. More specifically, UCSD provides Quality Management/Quality Assurance Training to foreign military students on a recurring basis. All of the training has been held at the Fleet Training Center, Naval Station San Diego. However, occasionally there may be a requirement for training to be conducted elsewhere; possibly even outside the United States. The individual orders under the BOA will specify the particular training services to be proc ured, as well as the period of performance. All responsible sources may inquire into the specific terms and conditions included in the BOA. All such inquiries will be considered by this agency.
