Description
The GSA Pacific Rim Region requires support services for its existing GEMnet equipment and network, for the period March 1, 2006 through December 31, 2008 (22 months). GEMnet includes a region-wide computerized maintenance management system (CMMS) and data acquisition (from building automation and electrical monitoring systems) and management support functions in a common web-based framework. Support services include maintenance of hardware and software in a small server room and relatively small amounts of remote equipment (computers, firewall/routers) in buildings within the region; continued programming development of the existing software framework; network management; maintenance of DSL lines and 1 T-1 line; customer service for the CMMS; demand response program management; utilities analysis using system data, and related functions. The main framework, to which the government has and will retain unlimited rights, is programmed in ASP.NET version 1 and 2. Other packages requiring support are Tridium NiagaraAX Enterprise, Automated Logic WebCTRL, a customized PolarSoft BACdoor data acquisition tool, Richards-Zeta Mediator, Square D SMS, MS Windows Server, and MS SQL Server 2000 Enterprise. Some functions require presence in San Francisco, CA; other functions are not location dependent. A solicitation will be released in the next few days. Additional information will be available for release to potential offerors who provide a fully executed document security agreement; the agreement will be posted to FBO. This acquisition is a small business set-aside for NAICS 541513 (size standard $23 million). Rough estimated cost range is $25,000 - $30,000 per month. A pre-proposal meeting and visit to the server room is scheduled for 10:30 AM PST January 23, 2007, at the Phillip Burton FB & USCH, 450 Golden Gate Ave. floor 4E, San Francisco, CA, in the RPPD ("Alcatraz") conference room. Proposals will be due 12 Noon PST on February 13, 2007, unless otherwise indicated in the solicitation. Award is anticipated on or around February 19, 2007. Award will be by best value source selection. All responsible sources, subject to the small business set-aside standard, may submit offers.
