Description
The Joint Force Command Headquarters Brunssum (JFC Brunssum) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Weapons Intelligence Team (WIT) Training to the International Security Assistance Force (ISAF). The contractor must be capable of delivering specialist training to military personnel in WIT skill sets. The course will be delivered in the English language and conducted at suitable NATO training location(s) in Europe. JFC Brunssum is serving as the Host Nation for this project, which was authorized by the MBC. JFC Brunssum intends to use the two envelope bid procedure. Partial bidding is not authorized. The estimated value of this project is not available at this time. The reference for this project is Acquisition of the Provision of WIT Training and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIP-ISAF-WIT-2007. SCOPE OF PROJECT The objective of this project is to train NATO military personnel to operate as WIT members. The training audience will consist of NATO member officers and other ranks of enlisted personnel preparing for deployment with the ISAF in Afghanistan. The contractor will deliver theoretical and practical training in the following: - Weapons Intelligence Policy - Weapons Intelligence Process - Role of Weapons Intelligence - IED Construction and Design Factors - IED/EOD (Explosive Ordnance Disposal) Tasking Process - Investigation of IED Incidents - Information Recording Techniques - Collection, Preservation, and Collation of Forensic Evidence - Format, Completion, Submission, and Editing of WIT Reports - Conducting Search Tasks Contract Award Evaluation Criteria: - Responsiveness and compliance with the conditions of the Request for Proposal/Draft Contract and Annexes (Pass/Fail) - Meeting Required Delivery Schedule (Pass/Fail) - Lowest Price The IFIP package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIP is issued and until the bid closing date. IMPORTANT DEADLINES 1.
