- This announcement constitutes a Notice of Proposed Contract Action for a non-competitive follow-on acquisition to be negotiated with MacDonald, Dettwiler and Associates, Ltd. (MDA), 13800 Commerce Parkway, Richmond, B.C., Canada V6V 2J3, for the purpose of ordering, acquiring and testing the updated Radarsat 2 Ingest and Processing Set software and software licenses. Eagle Vision is the DoD's only deployable commercial ground station to directly receive and process imagery data from commercial, remote-sensing satellites and has a need for 1-meter synthetic aperture radar (SAR) imagery for use in the combat commander's mission planning/rehearsal and intelligence gathering systems. The Radarsat 2 Ingest and Processing Set software consists of the following modules: Reception, Archiving and Cataloging Controller (RACC) capable of controlling the reception, archiving and cataloging of all Radarsat 2 downlink data. Ingest Processor (IP) software capable of recording and archiving Radarsat 2 Serial ECL Data. Product Generation System (PGS) capable of processing all Radarsat 2 Level 1 Standard Products. Acquisition Cataloging System (ACS) capable of cataloging the contents of Radarsat 2 image data archive. Archive Management System (AMS) capable of tracking and retrieving archived Radarsat 2 data sets. Acquisition Planning Tool (APT) capable of communication with Radarsat International and the Canadian Space Agency (RSI/CSA) for the planning reception of Radarsat 2 data. Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. ESC will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to ESC. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
