Description

Registration fo r plans and specifications should be made via FedTeDS.gov Internet Homepage. Description of work: This is a SATOC for Trainee Barracks Complexes throughout the South Atlantic Division and may include all construction types, including traditional construction, modular, panelized, pre-fabricated, pre-engineered, and tilt-up. This s olicitation will include a sample task order consisting of Primary facilities of the Trainee Barracks Complexes which typifies a campus environment of approximately 105 acre setting of approximately 30 buildings, running tracks and site improvements. Supp orting facilities include connections to all required utilities and information systems, paving , walks curbs and gutters, and storm drainage. The evaluation factors and level of importance for Phase I and II are as follows: The following evaluation factors for Phase I Factor 1-1 Corporate Relevant Specialized Experience, Factor 1-2 Past Performance, and Factor 1-3 Technical Approach Narrative. The following evaluation factors for Phase II Factor 2-1: Building Function and Aesthetics, Factor 2-2: Building Systems, Factor 2-3: Site Design, Factor 2-4: Sustainable Design Considerations, and Factor 2-5: Management Effectiveness The project task order will be solicited and procured using a Two Phase Design-Build Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) 36.3. Offerors are required to submit a price and technical proposal. Each proposal sh all contain the Offerors best technical proposal and best price. . The subject solicitation is being issued for the purpose of awarding an IDC type SATOC (Single Award Task Order Contract). Task orders issued under this SATOC will be firm-fixed price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluat ion. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The anticipated contract cost range is for $250,000,000 to $500,000,000 over a three year period. Task orders will typically be between $10,000,000 and $125,000,000. Options will be included. Network Analysis will be required. This solicitation is issue d on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on or about January 26, 2007. Notification of amendments will be through us e of FedTeDs. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
