Description
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotations (RFQ) No. ESQ 070002. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. This combined synopsis is for the post markers shown below. Line No. 001 - 6 foot post markers - must be fiberglass reinforced polyester composite marker posts, FLAT ON BOTH SIDES (no middle ribs) to allow for 3"X3" directional arrows and other informational decals to be appropriately affixed by the government. Stiffening ribs must be at least 5/8" wide on the sides of the post to provide a stiff enough sign to be driven into rocky and heavy clay soils with standard tools (pilot driver and post pounder). Markers must be brown -- 1,600 each. Line No. 002 - 66 inch post markers - must be fiberglass reinforced polyester composite marker posts, flat on both sides to allow for 3"X3" directional arrows and other informational decals to be appropriately affixed by the government. Stiffening ribs must be at least 5/8" wide on the sides of the post to provide a stiff enough sign to be driven into rocky and heavy clay soils with standard tools (pilot driver and post pounder). Markers must be brown. -- 1,000 each. The following provisions are also applicable for this requirement: 52.212-01, Instructions to Offerors - Commercial Items; 52.212-02, Evaluation - Commercial Item (evaluation factors will be price and posts being in accordance with government specifications); 52.212-03 Offeror Representations and Certifications - Commercial Items; 52.212-04 - Contract Terms and Conditions - Commercial Items; 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders; 52.204-7 - Central Contractor Registeration; 52.219-06 - Notice of Total Small Business Set Aside; 52.222-3 - Convict Labor; 52.222-19 - Child Labor; 52.222-21 - Prohibition of Segregated Facilities; 52.222-26 - Equal Opportunity; 52.222-35 - Equal Opportunity for Special Disabled Veterans; 52.222-36 - Affirmative Action for Workers with Disabilities; 52.222-37 - Employment Reports on Special Disabled Veterans; 52.225-1 - Buy American Act - Supplies; 52.223-06 - Drug Free Workplace; 52.232.33 - Payment by Electronic Funds Transfer - Central Contractor Registration; and 52.247-34 - F.O.B. Destination. THE ABOVE FAR CLAUSES CAN BE ACCESSED AT: http://www.acquisition.gov/comp/far/index.html. It is the quoters responsibility to review all the FAR clauses and submit the information required. Lack of required provisions may make the quote ineligible for award. Prospective contractors must also be registered in Central Contractor Registeration (CCR) and Online Representations Certifications Application (ORCA) prior to award. Lack of registeration will make an quote ineligible for award. Registeration for CCR can be completed at http://www.ccr.gov; ORCA at http://orca.bpn.gov. Vendors will state on their quote whether their company is registered with CCR and ORCA. Delivery date is established as April 1, 2007. Delivery will be at the Bureau of Land Management, Dillon Field Office, 1005 Selway Drive, Dillon, MT 59725-9431. FOB Point will be Destination. QUOTES ARE DUE AT THE BUREAU OF LAND MANAGEMENT, 5001 SOUTHGATE DRIVE, BILLINGS, MT 59101-4669 BY CLOSE OF BUSINESS ON JANUARY 25, 2007. A SAMPLE OF THE POST MARKER BEING SUPPLIED MUST BE INCLUDED WITH THE QUOTE. IF A SAMPLE OF THE POST IS NOT INCLUDED, THE QUOTE WILL BE REJECTED.
