- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotations. This solicitation as well as all provisions and clauses are current through Federal Acquisition Circular 2005-14. Offers are due no later than 4:30 P.M. eastern time January 25, 2006. Description/Material: Custom Attach? PolyCanvas case (Black) Dimensions must be 12 in H x 15.5 in W x4.5 in D Three tier zippered compartments for files and folders Two additional zippered compartments for accessories, both including deluxe organizers Headphone port top side quick-stow pocket for easy access to items Rear zipper to allow bag to slip easily over a trolley handle Two side pockets for electronics or drinkware Detachable, adjustable shoulder strap Padded hand strap to carry the bag Customization: Each bag shall be customized to include the MMS logo stitched on the outside of each bag in silver thread and the text MMS 25th Anniversary (artwork will be provided at time of award, if required for quotation purposes, please request from Kimberly.Luke@mms.gov) The actual size of the logo is 3" x 3" outside edge to outside edge of 3" x 3"; in addition the vendor must provide a single sample bag no later than two weeks after award. Shipping: Bags shall be shipped to Anchorage Alaska (78 bags); Camarillo California (51 bags); New Orleans Louisiana (578 bags); Denver Colorado (594 bags) and Herndon Virginia (799 bags). The Government hereby notifies the Offerors that it reserves the right to award a purchase order without discussions. EVALUATION will be based on Technically Acceptable/Lowest Price. YOUR COMPANY MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRY BEFORE CONTRACT AWARD. Visit http://www.ccr.gov. This project is SET ASIDE 100% for SMALL BUSINESS INTERESTS. The applicable North American Industry Classification System (NAICS) Code for this procurement is 541890 - "Other Services Related to Advertising" with a small business size standard of $6.5 million. This combined synopsis/solicitation incorporates FAR clause 52.212-1 by reference. 52.212-2 Evaluation-Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Suitability of product based on specifications in solicitation (technical acceptablility) and price Technical and past performance, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
