Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the Naval Air Systems Command (NAVAIR) in conducting a Market Survey of Industry to determine potential interested sources who have the skills, experience, qualifications, and knowledge required to successfully develop and provide a non-pyrotechnic multi purpose bomb rack (MPBR) for carriage and release of 1000lb class weapons and below, to include all weapons and stores employed on BRU-33/41/42/55/57 Bomb racks. This rack is also intended for employment of future weapons such as Joint Common Missile and Small Diameter Bomb. This rack must employ weapons and stores cleared to the current envelope of the F/A-18 A-F and JSF (all variants) aircraft. This rack must have the same outer mould line, ejection velocities and mass properties as the BRU-33/55, and must not require any aircraft mission computer software changes. The intent of this program is to reduce the logistical footprint of Bomb racks and there associated parts. The NAICS code is 336413, Aircraft Assemblies, subassemblies, and parts manufacturing. NAVAIR intends to use the information provided in response to this sources sought to aid in refining its acquisition strategy. NAVAIR?s desire is to develop the non-pyrotechnic multi purpose bomb rack acquisition for initiation of development in FY2008 with production starting in FY 2011. This Sources Sought is the first of several future announcements advertising this requirement. It is requested that interested parties submit a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12 point font minimum, double-sided) demonstrating their ability to meet the requirement. If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). This document shall include, but not be limited to, the following: a. The company?s past or current experience in: (1) manufacturing and delivery of bomb racks; (2) design and system engineering, design verification, first article and qualification testing; (3) planning, coordinating and conducting test to prove system performance; (4) system integration; b. A company profile to include the number of employees, Cage Code, DUNS number, NAICS Code and the Small Business Administration (SBA) business size classification; c. The company should address resources available such as corporate management, facilities and manning to be assigned to the project; and d. A statement as to whether you are interest in this sources sought as a prime contractor or are you seeking subcontracting possibilities. This Sources Sought is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs.
