- The Naval Air Systems Command intends to award a delivery order to the ALQ-214 IDECM BOA with ITT Avionics, Clifton, New Jersey on a sole source basis for the following efforts: (1) provide field support and technical services including troubleshooting of problems (hardware and software), aircraft installation and checkout, on-site laboratory set-up, debugging and operation; data reduction and reporting; flight certification; flight test crew training; pre-flight briefing; and post-flight debriefing. ITT is the sole designer, developer, and manufacturer of the AN/ALQ-214(V)2 subsystem and is the only the contractor that can perform these efforts within the required time frames. ITT shall also provide technical support for the integration and backwards compatibility of the ALQ-214 with the other avionics. ITT shall report on each investigation, and may be required to prepare and submit Engineering Change Proposals, Technical Directives, and Version Description Documents for any hardware or software corrections.
