Description
Sources Sought for 8(a), Hubzone, Service Disabled Veteran-Owned, and Small Business Set-aside Concerns. The Department of Housing and Urban Development (HUD) National Servicing Center has a requirement for a Business Service Provider (BSP) to perform services on FHA insured assets for HUD. These services shall include, but are not limited to, the following activities: The BSP shall provide analytical services, a suite of business intelligence (BI) tools, and a capacity sufficient to operate and build upon the Single Family Data Analysis and Risk Technology (SF-DART) existing Internet platform application. The BI tools shall be used to extract, mine, and stratify data that is currently available at an individual case level, from the various HUD information sources such as the Single Family Data Warehouse. The BSP shall transform the data into information and reports that can be used to create new reporting mechanisms, to statistically measure, and to effectively and efficiently create a single data repository the following examples of data and information: 1. Reduce FHA Mortgage default rates; 2. Respond rapidly to legislative and policy changes; 3. Respond rapidly to requests from HUD Senior Management; 4. Provide effective oversight to lenders and loan servicers. The contract shall remove these historic data limitations by providing the system capacity and analytical abilities to improve data extractions and administer the historical data and reports, and provide access to HUD employees and their designees. The BSP shall be expected to extract, drill down, and stratify data from the various HUD systems for macro and micro level analysis of the FHA Insured portfolio. The rationale for the analysis at the micro level is to identify specific performance indicators, weaknesses and strengths in the servicing of the FHA insured loan portfolio, while considering multiple factors contributing to lender and portfolio performance. The contractor shall anticipate the need to integrate external source information such as market/property values with the data available within our current systems of record. The contract shall be awarded to an industry-proven BSP that can provide the required services on a web-based platform operating outside the Department?s technical environment. The Contractor shall furnish all necessary services, equipment, materials and supplies, facilities, personnel, and supervision needed to accomplish the requirements unless otherwise specified. The Contractor shall maintain complete and accurate servicing files, including both computerized notes and hard copies of documents generated by any servicing actions. The contract will be for a base period of 12 months and four (4) - 12 month option periods. The estimated price range is between $3 million and $6 million. Interested small business concerns need to respond to this inquiry by January 30, 2007 at 10:00am MST with the requested information as stated below. The information provided will be used to determine if the requirement should be set-aside for one of the identified small business categories. Failure to provide the mandatory required information in order for a preliminary assessment to be made will result in the effort being advertised for other types of competition. No solicitation document exists at this time. Therefore, requests for such documents without the mandatory requested information will be considered non-responsive and no further consideration will be made. This notice may represent the Government?s only official notice of this procurement. Mandatory required information: Provide information on three service contracts for the same or similar types of services, size, and complexity to the proposed effort. The information required is a description of the service contracts in sufficient detail to convey the types of services, size, complexity, place of performance, and a current (reachable) point-of-contact consisting of the persons name, phone number, title, and company name. Failure to provide reachable point-of-contacts so an acceptable preliminary assessment can be made will result in no further consideration. Also provide additional information concerning your company such as breath of experience, office locations, subcontracting arrangements, small business category, etc. The submittal is limited to a total of 10 pages of information that will be considered.
