- Pre-Solicitation Notice for Solicitation No. W91238-07-R-0017 Classification Code: BSpecial Studies and Analysis Set-Aside: N/A NAICS Code: 541620Environmental Consulting Services This Procurement is Unrestricted. All responsible sources may submit a proposal. It will be conducted under FSC Code: B510, SIC Code: 8999, NAICS Code: 541620-Environmental Consulting Services. TYPE OF AWARD: The Government intends to awa rd up to three (3) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Fixed Price (FP) Contracts with a total combined and cumulative capacity not to exceed $7.5 Million over a five-year period (one-base year and four option years). The acquisition method is negotiated procurement. Both a technical proposal and a price proposal will be required and will be due on or around 23 March 2007. Large businesses firms selected will have to comply with FAR Clause 52.219-9, regarding the requirement for a subcontract ing plan. JOB DESCRIPTION: The contract will provide studies, analyses and report & document preparation relating to the Corps Planning Process for various programs within the South Pacific Division (SPD) boundaries. SPD boundaries include all or portions of AZ, CA , CO, NM, NV, OR, UT and WY. All services required under this contract shall be described in a task order with an individual scope of work which may include, but not necessarily be limited to, the following types of tasks: (a) studies and analyses of prob lems and opportunities, constraints, formulation of measures and alternative plans, comparison of alternatives, and recommendations; (b) preparation of documents such as reconnaissance, feasibility, and post authorization reports NEPA and/or CEQA document; ( c) preparation of documents relating to compliance with applicable Federal, state and local environmental laws and regulations; (d) development of mitigation and monitoring plans (e) formulation of ecosystem restoration plans; (f) economic analyses usin g Corps guidance and procedures; (g) using Geographic Information Systems (GIS) to store, access and display data and information; (f) cultural resource studies and documentation.
