Description
NAICS Code: 541710 The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order for pseudo-deterministic receptor modeling (PDRM) to identify and quantify local particulate matter (PM) 2.5 sources in St. Louis with the University of Maryland, using simplified acquisition procedures. The period of performance is anticipated to be nine (9) months from date of award. The objective of the purchase order will be to identify sources and their contributions to a receptor in St. Louis, using a newly developed pseudo-deterministic receptor model (PDRM) applied to data collected by a semicontinuous environmental aerosol sampler (SEAS). PDRM shall be applied to SEAS data analyzed both by atomic absorption (AA) and by inductively coupled plasma mass spectroscopy (ICP-MS) The EPA believes that the University of Maryland is the only source capable of satisfying the government's requirement for the following reasons: (1) The SEAS sampler was developed by the University of Maryland's research group, and they hold the patent on the instrument; (2) the PDRM model was developed by the research group at the University of Maryland; and, (3) the University of Maryland's research laboratory is the repository for the SEAS samples collected in St. Louis, on which work to be accomplished under the purchase order will be based. The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFQ will be ignored. A determination by the Government not to compete this proposed purchase order based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source is available and more advantageous to the Government. No RFP/RFQ is available. Submit responses to the U. S. Environmental Protection Agency, Attention: Anna Mustard, RTP Procurement Operations Div. (E105-02), Research Triangle Park, NC 27711. No telephonic or faxed requests will be honored.
