- Description
- The National Cancer Institute (NCI) plans to procure GMP storage of monoclonal antibodies for clinical trials. The acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and the authority to use simplified procedures for commercial requirements provided in FAR 13.5. The North American Industry Classification System Code is 493120 and the business size standard is $23.5M. This solicitation is NOT set aside for small businesses. Introduction: The National Cancer Institute (NCI), Center for Cancer Research (CCR), Metabolism Branch (MB) has the need for a contractor to provide storage facilities and freezers, including back-up power supplies and back up freezers, as well as normal maintenance and labor for the storage of six thousand vials of clinical-grade Good Manufacturing Procedures (GMP) monoclonal antibodies at ultra-low temperatures (-70C to -95C). Specific and Mandatory Requirements: The contractor facility shall adhere to U.S. Food and Drug Administration (FDA) GMP storage guidelines as described at http://www.fda.gov/cder/dmpq/, have limited, documented access to these stored vials of monoclonal antibodies, and be within a 5 our round trip drive the main NIH Bethesda, MD campus. The contractor will ship materials as per each shipping request provided by NCI/Metabolism Branch, using enough dry ice to assure that the temperature of the monoclonal antibodies does not rise above that of dry ice at any time during the shipping period. The contractor will provide standard monthly receiving, inventory and shipping reports to the Metabolism Branch, CCR, NCI Contract Award: It is anticipated that one award will be made from this solicitation. Period of Performance: Period of performance shall be for one year from February 1, 2007 or date of award whichever is later with four one-year option periods if exercised by the Government. Solicitation: The RFQ must be requested by electronic mail or by fax. Telephone requests will not be accepted. Request for the RFQ shall be made to the attention of Debbie Moore, Contract Specialist via electronic mail to dm170b@nih.gov . Requests shall include name of the contractor, DUNS number, telephone number, point of contact, business size standard, and identify the RFQ requested as RFQ-NCI-70003-NV on all correspondence. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. The deadline of this synopsis is January 29, 2007 at 1 PM EST. The estimated issue date of the solicitation is January 31, 2007 and the estimated due date is February 14, 2007.
